Floating Cities: Uniting Against Sea Level Rise

Itai Madamombe

Oceanix Co-founder

Itai Madamombe is the Founder of OCEANIX, a bluetech company that designs and builds floating cities for people to live sustainably on the ocean. Itai is a former diplomat and global strategist who is passionate about helping governments and technologists collaborate in solving big global challenges. For a decade, she held various key positions in the Executive Office of the Secretary-General of the United Nations, Mr. BAN Ki-moon. She was part of the UN team that organized the United Nations Ocean Conference, mobilizing action for the conservation and sustainable use of the oceans, seas and marine resources work’s first oceans conference. As the Head of Innovation and Partnerships, she led efforts to forge consensus between leaders in government and the technology industry. Itai first served as the global health advisor to Mr. BAN Ki-moon, playing a critical role in raising $40 billion for women and children’s health. She was also the chief architect of the Secretary-General's global education initiative to meet an annual $16 billion shortfall in funding. She was later appointed as the Head of Outreach for the Sustainable Development Goals. Itai started her career at the Harvard AIDS Institute working as a research assistant to Dr. Max Essex who is renowned for being the first scientist to discover the HIV virus as the cause for AIDS. She also worked at the Rockefeller Foundation helping developing countries to fight the HIV pandemic. Itai holds a Masters in Public Health from Harvard University and a Masters in Clinical Psychology, as well as a Bachelor of Science Degree in Psychology. She is on the International Advisory Council of the Harvard AIDS Initiative.

Lee Han-Seok

Professor

Professor Lee, Han Seok majored in architectural engineering at Yonsei University, and obtained a master's degree in architectural engineering from Seoul National University and a doctorate in architectural engineering from Yonsei University, Seoul, Korea. Professor Lee, Han Seok was appointed as a professor of Korea Maritime & Ocean University in 1996 and pioneered the field of Marine architecture. He served as a member of Technical Advisory Committee and Policy Advisory Committee of the Ministry of Oceans and Fisheries. At Korea Maritime & Ocean University, he served as the head of the library, the head of the Industrial-Academic Cooperation Division, and the president of the College of Ocean Science and Technology, and published about 20 books and 100 papers on Marine Architecture and Waterfront Planning.

Chung Hyun

Mr. Chung Hyun graduated Seoul National University with BS in ocean science and engineering. He worked in Hyundai Heavy Industries, Hyundai Engineering, POSCO E&C and Daewoo E&C for several years as a professional engineer to carry out basic and detail design of fixed and floating offshore platforms and port facilities. From the year 2002, he has been a president and CEO of Ocean Space Inc. and works mainly in marina, floating structures and marine renewable energy sectors. He has been active in port and ocean engineering fields for about 40 years and is a registered professional engineer, a member of Korean society of ocean engineers and Korea construction standards center etc.

Song Hwa-Cheol

Professor

Professor Song, Hwa Cheol earned his bachelor’s and master’s degrees in architectural engineering from Yonsei University, and his doctoral degree in civil engineering from Stuttgart University, Germany, 1994 He has been serving as a professor at the Division of Architecture and Ocean Space of KMOU since 1998, and became the dean of the College of Ocean Science and Technology at KMOU, 2015. His field of specialization is the structural analysis of floating structure and tall building. He is the president of Architectural Institute of Korea - Regional Association since 2022. He is a member of Construction Accident Investigation Committee for Ministry of Land, Infrastructure and Transport, and also is a member of Construction Safety Committee for Korea Authority of Land & Infrastructure Safety.

Alex Levinson leads Pacific Environment in seeking to engender broad, inclusive prosperity and healthy, resilient communities and ecosystems throughout the Pacific Rim. For 25 years, Alex has fought for the rights of citizens and activists seeking to protect our water, air, forests, wildlife, and community integrity. Having joined Pacific Environment in 2011, Alex made his mark by initiating a rule-of-law project connecting top-rank law students and lawyers with local conservation groups throughout East Asia; supporting a collaboration with Arctic indigenous leaders seeking to have their voices heard in U.N. decision-making; and expanding Pacific Environment’s campaigns to protect ocean resources and tackle the fossil fuel drivers of climate change. Under his leadership, Pacific Environment holds consultative status at the International Maritime Organization (IMO) and has become a leading global voice in the movement to decarbonize the global shipping industry and achieve just, inclusive, thriving port communities. Pacific Environment runs two ambitious, renowned, high impact global campaigns to end ship pollution, Ship it Zero and Ports for People. Previously, Alex served for two decades as a senior director at the Sierra Club’s national headquarters, primarily as its Legal Director. Alex was the architect in transforming the Sierra Club’s Environmental Law Program from a small in-house counsel operation into one of the nation’s largest and most effective public interest litigation firms. Alex earned his bachelor’s degree at Harvard College and his J.D. at Stanford Law School

Mathias Francke

Ambassador of Chile to the Republic of Korea

Mathias Francke was the Permanent Representative of Chile to the World Trade Organisation until June 2022. He was also the Coordinator of the WTO Structured Discussions on Investment Facilitation for Development since March 2020. Prior to his appointment in Geneva, he was the Director General for Multilateral Economic Affairs in the Chilean Ministry of Foreign Affairs and in such capacity APEC SOM Chair during Chile´s APEC 2019 year. Between April 2014 and April 2018 he was the Deputy Head of Mission at the Embassy of Chile in the United Kingdom and before that Director for Bilateral Economic Affairs of the Ministry of Foreign Affairs. Previously he was Chief of Cabinet and senior advisor to the Chilean Vice Minister of Trade. As a Foreign Service officer since 1989, he has been posted to the Economic Section of the Chilean Embassy in Washington DC (1992 to 1996) and the Permanent Mission to the World Trade Organization in Geneva (2000 to 2005 and 2006 to 2010 the latter as Deputy Chief of Mission). Back in capital he has worked in the America’s Bureau of the Trade Promotion Bureau – ProChile -, and in the office of the Director General both in the General Directorate for International Economic Affairs in the Ministry of Foreign Affairs. In 2005 after returning from Geneva he was asked to establish and implement a Dispute Settlement Unit in charge of the defense of the country’s trade interest in bilateral and WTO disputes. Mr. Francke is a lawyer from the Universidad Católica de Chile and has a graduate degree from the School of Foreign Service at Georgetown University. He is frequently invited to give lectures and to participate in seminars and workshops in the areas of Trade Policy particularly in dispute settlement, trade and environment, TBT and trade remedies. He has served as a panelist in WTO cases US – Gambling, Korea – Measures affecting the importation of beef from Canada, EU – Antidumping measures against biodiesel from Argentina and EU – Antidumping measures against biodiesel from Indonesia. In October 2021, he was the discussant at Korea´s Trade Policy Review in the WTO.

Development and implementation of sustainable CCUS Technology / Value chain and role of Korean maritime industry

Shin Dong-Shik

President

Dr. Shin, a legend, in the Korean shipbuilding industry, has been the spear head in the development of Korea’s maritime and shipbuilding industries. He has dedicated his entire life in steering and perching Korea at the forefront in the world of shipbuilding industry and shipbuilding technology. He graduated in Naval Architecture and Marine Engineering from Seoul National University, Charlmers Technical University, Sweden and Durham University, UK, in the mid 50s, prior to embarking on a wide ranging career spanning both private and public sectors. He laid the basic framework for the growth of Korean shipbuilding and marine industries during the period of his government service and was the arrow head in making Korea the most advanced shipbuilding nation in the world. In May of 2006, the World renowned industry press, Lloyd’s List in UK, praised Mr. Shin’s achievement by appropriately, crowning him as “The Father of Shipbuilding” who shows no sign of ever slowing down. In recognition of his achievements, he was awarded an honorary doctorate from Busan National University in 2019.

Development of Decarbonization Technology in Shipbuilding in the Age of Digital Transformation and Cooperation Tasks

Kim Boo-Ki

Dr. Kim Boo-ki is the President of the Korea Research Institute of Ships and Ocean Engineering (KRISO) (2019~), a government-funded research institute in Korea. After completing his bachelor's(1982~1986) and master’s degrees(1986~1988) in naval architecture from Seoul National University, he obtained a Ph.D.(1994~1999) in naval architecture and marine engineering from the University of Michigan, USA. He has worked at the American Bureau of Shipping (ABS) in Houston(2001~2013) and has served as the Vice President at Samsung Heavy Industries(2013~2017), with extensive academic knowledge and industry experience. Currently, he is acting as an appointed member of the Presidential Committee on Carbon Neutrality by 2050, a member of the National Academy of Engineering of Korea (NAEK), and Chairman of the board of directors for the Korea Center for International Maritime Safety Cooperation Center (KMC) under the Ministry of Oceans and Fisheries. He has been establishing various domestic and international industry-academia-research cooperations and leading research activities associated with technological innovation in ship and ocean engineering fields such as eco-friendly ships, autonomous ships, offshore plants, offshore renewable energy, and maritime safety.

Kim Dae-Heon

Director Kim Dae-heon majored in shipbuilding engineering at Inha University (1989) and as a master's degree in ship engineering (1991). Director Kim Dae-heon has been working in the Korean Register of Shipping for 27 years. He is a member of other institutions. He is a vice president of the Korean Society of Shipbuilding and Marine Engineering and an outside director of the Small and Medium Business Research Institute.

Lee Yeon-Seung

Prof. Lee Yeon-Seung(1968) is a faculty professor at the department of Naval Architecture and Ocean Engineering, and the director of ocean systems research center, at Hongik University(2016) of Korea. She received her doctoral degree(2000) from the Technical University Berlin and subsequently worked for the two largest shipyards of the world, Hyundai Heavy Industries (HHI, 2000-2005) and Daewoo Shipbuilding and Marine Engineering (DSME, 2006-2010), during the first decade of the millennium. She is a leading figure in Korea’s shipbuilding and offshore wind energy industries. She also served as the chairman of the Korea Maritime Transportation Safety Authority (KOMSA) under the Ministry of Oceans and Fisheries of Korea for the last three years(2017.12-2021.02). Currently, she is serving in various fields such as the director of the Ocean System Research Center at Hongik University, and the editorial member of the Society of Naval Architects of Korea, the international technical committee of the TEAM conference, and a member of the Korea Navy advisory board.

Kim Gyou Bong studied navigational science(1986) and port logistics science(2022) at Korea Maritime & Ocean University. After earning a bachelor's degree, Kim Gyou Bong worked as a Seaman(Chief Officer) at Hyundai Merchant Marine Co., Ltd. (Former HMM) for about 7 years. After that, he mainly performed in container vessel/port operation at headquarters including serving as a CEO of container terminals in the ports of L.A and Tacoma for more than 20 years. From 2019-2022, he worked as the CEO of HMM PSA New-port Terminal Co., Ltd. located in Busan New Port and is now currently in charge of Maritime and Health/ Safety Affairs at HMM's headquarters.

He has been working in the shipping and port management for about 25 years. And he was inaugurated as the vice president of Busan Port Authority on August 30, 2022. Stavros Hatzigrigoris

Mr. Hatzigrigoris is a Marine Consultant, He held the position of Managing Director of Maran Tankers Management between 1992 and 2014 and in addition he was the Managing Director of Maran Gas Maritime between 2003 and 2020. Stavros joined Anangel Shipping Enterprises S.A. in 1981 as a Fleet Manager a position which he held until his appointment to Managing Director of Maran Tankers Management. Stavros holds a B.Sc. in Naval Architecture and Ocean Engineering from University College London as well as an M.Sc. in Marine Engineering from the National Technical University of Athens. He has studied Management of Ship Operations in the University of Strathclyde. He is a member of numerous national and international shipping bodies and committees. He is a fellow of the Institute of Marine Engineers and has been Vice President of SNAME International between 208 and 2010. He is the Chairman of the DNV GL Technical Committee in Greece and has been an active member of the ABS Technical Committee and the Greek technical committees of DNV, LRS, KR and CRS.

AN Kwang-hean, president of Hyundai Heavy Industries, received a bachelor’s degree in mechanical engineering from Kyunghee University(1983) and a master’s degree in thermo-fluid engineering at Hongik University(1985). He completed the CEO MBA course at graduate school of business in Ulsan University, the CEO Humanities course at graduate school of business in Korea Maritime & Ocean University, and the top level course in shipping, shipbuilding, logistics, and fisheries at graduate school of law in Korea University. AN Kwang-hean is currently serving as president of Hyundai Heavy Industries, the world's best shipbuilding and offshore engineering company. In particular, he is the best global leader in the era of carbon neutrality by leading the “Eco-friendly Marine Engineering & Energy Solution” business based on his rich experience as an expert in shipbuilding, shipping, logistics and energy fields. He is also a leading player in Korea’s first domestically developed engine with purely proprietary technology, the "HiMSEN" engine, which has a market share of more than 35% in the global ship market. He has engaged in various activities throughout the industry and academia, including a regular member of “the Society of Naval Architects of KOREA” and “the Korean Society of Marine Engineering”, a technical member of “the Korean Register (KR)”, and the president of “the Korea Federation of Combustion Engines” which is a Korean branch of “the International Council on Combustion Engines (CIMAC)”. Baek Jong-Hyuk

Senior Vice President for Nuclear R&D Strategy & Planning

Dr. Jong-Hyuk BAEK studied the Department of Nuclear Engineering at Korea Advanced Institute of Science and Technology(KAIST) and has been successively working in the Korea Atomic Energy Research Institute(KAERI). He has been active in nuclear fuel and reactor development for various nuclear systems and project management field over 30 years. He has lots experiences of the Pressurized Water Reactor(PWR) projects such as the development of nuclear fuel localizing project, the development of the Korean Standard Nuclear Power plant(KSNP), and Advanced PWR Fuel project. He also participated in the development of the Sodium-cooled Fast Reactor(SFR) project from 2007 to 2012. He had a lot of experience on the project manager. He was in charge of the project management in the government SFR Agency(SFRA) to develop Prototype Gen-IV SFR(PGSFR) from 2013 to 2019. After then, he was a Senior Vice President for the SMR development including PWR-type and non PWR-type reactor systems at Innovative Nuclear Reactor Systems Directorate in KAERI. He is currently working as a Senior Vice President at Nuclear R&D Policy and Planning Directorate in KAERI. Dr. BAEK is a Korea’s representative and vice-chairman at the Gen-IV International Forum(GIF) under OECD/NEA, which is consisted of 14 nuclear industrial countries. He is also a member of the Nuclear Use and Development Specialized Committee under the Atomic Energy Promotion Committee.

Woo Su-Han

Dr. Woo Su-han is a Professor in the Department of International Logistics at Chung-Ang University in South Korea. He graduated with BA in Economics from Seoul National University in South Korea in 1998 and was awarded a PhD in Cardiff Business School in 2011. Prior to the current position, he worked in the Korean Ministries which deal with transport and logistics policies for more than 10 years and was involved in a wide range of maritime transport related policies. His research interests centre on effective management of international logistics and transportation focusing on shipping and port management. His research has recently been extended to supply chain management including topics such as integration of transport and logistic into supply chain networks. He has published a number of papers in the leading academic journals such as Supply Chain Management: An International Journal, Transportation Research Part A, Transport Reviews, Maritime Economics & Logistics and Maritime Policy & Management. His teaching profile includes logistics systems, supply chain management and research methodology in logistics.

Kim In-Hyeon

School of Law, Korea University, captainihkim@korea.ac.kr In Hyeon, Kim, born in 1959, is a full time professor in Maritime Law and Marine Insurance Law and the director of Maritime Law Center at the School of Law, Korea University in Korea. He was a former master of Sanko Steamship Co. LTD, and he is a holder of valid Master’s license. He studied nautical science in the Korea Maritime University and law at Korea University. He obtained LL.D at Korea University and LL.M from the University of Texas at Austin. He studied maritime law at National University of Singapore and Tokyo University Faculty of Law as a visiting professor. He acted as legal adviser for Korean government to the IOPC FUNDS, UNCITRAL Transport Law Project and Legal Committee of the IMO. He acted as the president of the Korea Maritime Law Association. He was also a member of revision committee for Korean Commercial Code Maritime Law Section. He is a member of the Planning Committee of CMI. He is a legal consultant for IMO. He was the chief advisor for the minister of Korea Ocean and Fisheries Department. He published several English articles on maritime law in the journal of maritime law & commerce. He is the author of “Transport Law in South Korea (Kluwer)”.

Mr. Stanley(Yong-su) Nam studied Navigation Science at Mokpo National Maritime University and Logistics MBA at Inha University Graduate School and has been employed in international logistics and SCM field for 28 years in global shipping, logistics, and logistics IT companies. In 2018, founded ValuelinkU Co., Ltd., a international logistics company based on integrated logistics platform and digital transformation technology, and has served as the representative until now. Secretary General of GSDC(Global Shipping and Logistics Digital Consortium) and through consulting and lectures for Korea Productivity Center and companies, are contributing to the development and digitalization of the Korean logistics industry.

He has been active in the domain of the seakeeping and propulsive performance of ships. He served as a director of Fundamental Technology Research Institute of Korea Shipbuilding & Offshore Engineering and is currently leading developing eco-friendly ships as a director of Maritime Research Institute of Hyundai Heavy Industries. Also, he is an Advisory Committee member of ITTC (International Towing Tank Conference), a chairperson of KTTC (Korea Towing Tank Conference) and a board member of the Society of Naval Architects of Korea.

Hong Keun-hyung

Mr. HONG Keun-Hyung majored in business administration at Korea University and has been working for the Ministry of Oceans and Fisheries since 2009.(2009~2012 : Ministry of Food, Agriculture, Forestry and Fisheires / 2013~ : Ministry of Oceans and Fisheries) He has a lot of experiences in the fields of marine and fishery policy, such as Fisheries Resources Policy Division, International Cooperation Division, Marine Environment Policy Division and Marine Conservation Division. In addition, he studied sustainable fisheries resources management measures through overseas training at the Secretariat of the Commission for the Conservation of Southern Bluefin Tuna(CCSBT), one of the regional fisheries management organizations. After his promotion to the position of Director, he was dispatched to Presidential Committee on Agriculture, Fisheries and Rural Policy and currently he is working as the head of Smart Shipping & Logistics Team at the Ministry of Oceans and Fisheries.

Madeline Rose

Climate Campaign Director

Madeline Rose leads Pacific Environment’s climate program, with an initial focus on decarbonizing ships, planes, and ports. An accomplished public policy professional and global strategist, Madeline joined Pacific Environment after a decade of service in the humanitarian sector where she built and led national and global campaigns to reduce global levels of violence and alleviate human suffering. Dr. Suh Jin-kyo is a senior research fellow of the Korea Institute for International Economic Policy (KIEP), a leading national policy institute in Korea. Dr. Suh was a visiting scholar and adjunct professor of the School of Advanced International Studies (SAIS), Johns Hopkins University in Washington, D.C. in 2016-2018 and was a Fulbright visiting scholar at the Market and Trade Economics Division (MTED), Economic Research Service, U.S. Department of Agriculture in 2013-2014. He previously served as special trade advisor to the minister of Trade, Industry, and Energy in 2014-2016 and provided commentary and analysis to the Korean Broadcasting System (KBS) during 2005-2016, Korea’s leading public service broadcaster in the country. Prior to moving to KIEP, he worked as a research fellow at the KREI for 17 years(1989-2005). Dr. Suh has published a wide range of books, reports, and opinion pieces in Korean on Korea’s trade policy. He holds Masters and Ph.D. degrees in agricultural and resource economics from the University of Maryland at College Park, and a B.S. and M.A. in agricultural economics from Korea University in Seoul.

Prof. Kim Do-hoon is a professor at Pukyong National University of the Republic of Korea. Prior to this, he was a senior researcher at the Korea Maritime Institute and a research specialist at the National Institute of Fisheries Science of the Republic of Korea. He earned his doctorate from the University of Delaware, USA. His research interests include fisheries economics and management, aquaculture economics, and seafood market & trade. Marcio Castro de Souza

Senior Fishery Officer, International Trade

Marcio Castro de Souza is a Senior Fishery Officer for international trade responsible for trade and markets at the FAO Fisheries and Aquaculture Division. He is also the Secretary of the FAO Subcommittee on Fish Trade (COFI:FT), the leading global forum for consultations between countries on technical and economic aspects of international trade of fisheries and aquaculture products, including production and consumption; and the coordinator of GLOBEFISH – a specific FAO project responsible for the dissemination of information and analysis on international trade and markets of fisheries and aquaculture products. The main activities of Mr. Castro de Souza include the development of studies, projects, analysis, and policy orientation on topics related to international trade and markets on fisheries and aquaculture products, including market access aspects and regional trade agreements; their interconnectivity and the main existing instruments regulating fisheries activities internationally, as well as their impacts on trade, markets, and sustainability. His work area also covers the deliverable of training on fish trade and the development of trade and economic topics and associated studies requested by FAO Members in COFI:FT. Mr. Castro de Souza is a jurist and holds a master’s degree in International Law and Economics (Magna cum Laude) from the Universities of Berne, Fribourg, and Neuchâtel. Before joining FAO, he worked for the Brazilian Government in agriculture and fisheries, in different senior positions always associated with international trade. Previously, he worked with international capital markets in the banking sector and a government agency responsible for regulating international trade in Brazil.

Captain Saburo Tanaka joined NYK Line Co., Ltd. (foreign shipping company) in 1969 as a third officer. After working at sea for about 10 years, he was an instructor at a marine school and a captain at Yokohama Port. Since 1988, he has been involved in the establishment of cruise ship operators and the construction of cruise ships, and has been involved in cruise ship operations. Since 2014, he has been working on the promotion of cruises in Japan at the Japan Cruise Research Institute, which belongs to the relevant foundation of the Government of Japan. He has a joint research agreement on cruises with the Korea Marine Institute(KMI), and is the chairman of the steering committee of the Asian Cruise Leaders Network (ACLN)on JEJU.

Over a 40-year career Ted Blamey has been a cruise industry pioneer and leader. As Managing Director he led Sitmar to become the dominant cruise line in Asia/Pacific. Then as global President & CEO, when it was one of the world’s leading cruise lines, Ted initiated the first major cruise industry consolidation, merging Sitmar and P&O/Princess worldwide through outright sale of Sitmar’s companies. Ted was subsequently CEO of Australia’s largest retail travel group and inaugural Chairman of Sydney Ports. Ted founded CHART Management Consultants in 1997 to help companies, government authorities and investors capitalise on the strength of the global cruise industry. Recently CHART led and authored cruise tourism strategies for the Philippines, South Pacific Tourism and Papua New Guinea, conducted a market/operational appraisal for a new cruise port in southern China and another in Vietnam’s Ho Chi Minh City. CHART developed the seminal 2013 White Paper on the Asia cruise industry, conducted CLIA’s Asia Cruise Trends projects 2014 to 2018 and CLIA’s subsequent annual Asia Cruise Deployment & Capacity reports.Ted is a frequent speaker and moderator at global cruise industry events. He leads cruise industry courses for executives. Dr. Choi Bok-kyoung majored in Physics at Sungkyunkwan University, and has been involved in underwater acoustic research for 30 years at the Korea Institute of Ocean Science and Technology. Development of Underwater Robots Useful for Deep Sea Exploration in the East Sea

Dr. Pan-mook Lee studied at Hanyang University and acquired a bachelor's degree in mechanical engineering (1983), and he studied in mechanical engineering at the Korea Advanced Institute of Science and Technology (KAIST) for master's and doctoral degrees (1985, 1998). He majored in adaptive control of autonomous underwater vehicles in his PhD. Since March 1985, he has been employed by Korea Research Institute of Ships and Ocean Engineering (KRISO). He has been in charge of research and development of unmanned underwater vehicles for 37 years. He was in chare of the R&D project "Development of an advanced deep-sea unmanned underwater vehicle“ supported by the Ministry of Oceans and Fisheries (MOF). Through this project, a 6,000-meter class remotely operated vehicle (ROV) ‘Hemire’ was developed in 2006, and an autonomous underwater vehicle (AUV) ‘Isimi’ was developed in 2009. The core technologies of Isimi AUV was transferred to a company in 2010. As an Advanced Concept Technology Development (ACTD) project of the Defense Acquisition Program Administration (DAPA), he had been the project manager of "Autonomous Maneuvering Unmanned Mine Disposal Vehicle (MDV)". The MDV was judged for military use and the vehicle has currently deployed to the Korean Navy. Recently, he has been participating in the MOF’s R&D project "Development of treatment technology (removal, collection and treatment) of marine bio-fouling on ship hull" to develop high-precision underwater navigation of in-water hull cleaning robots.

Dr. Park Yo-sup work as principal research specialist with Maritime Robotics Test and Evaluation Center of Korea Institute of Ocean Science and Technology. He studied and received MSc(1996) and Ph.D. received in the University of INHA, South Korea in 2004. He has co-founded Underwater Survey Technology21 which is a leading hydrographic survey company in South Korea. And He has served as a voluntary scientist in South Pacific Applied Geoscience Commission(SOPAC), FIJI Islands in 2007. He is a member of several academic organizations such as a member of the board of the Korea Hydrographic Society and the Quality Assurance Boarder of Korea Hydrographic and Oceanographic Agency.

Towards Integrated Governance in Maritime Policy and Management

Dr. Woo Su-han is a Professor in the Department of International Logistics at Chung-Ang University in South Korea. He graduated with BA in Economics from Seoul National University in South Korea in 1998 and was awarded a PhD in Cardiff Business School in 2011. Prior to the current position, he worked in the Korean Ministries which deal with transport and logistics policies for more than 10 years and was involved in a wide range of maritime transport related policies. His research interests centre on effective management of international logistics and transportation focusing on shipping and port management. His research has recently been extended to supply chain management including topics such as integration of transport and logistic into supply chain networks. He has published a number of papers in the leading academic journals such as Supply Chain Management: An International Journal, Transportation Research Part A, Transport Reviews, Maritime Economics & Logistics and Maritime Policy & Management. His teaching profile includes logistics systems, supply chain management and research methodology in logistics.

Ryu Jong-seong

Dr. Ryu conducted his undergraduate training at Seoul National University, where he majored in oceanography. He received his Master’s and Doctorate degrees from Seoul National in Biological Oceanography, then pursued his another Master’s degree from University of Washington in Marine Policy in the School of Marine Affairs. He has been working as a professor at Anyang University (Department of Marine Biotechnology), serving a chairman of ocean committee at the Korean Federation of Environmental Movement. He has a broad knowledge of marine sciences and policy, with particular emphasis on ecosystem-based coastal management. His scientific articles include the following specific expertise: benthic community ecology, ecological modeling, coastal management, remote sensing, marine protected areas, ecological quality assessments, coupled social-ecological systems. He has a strong interest in the integration of science and policy for sustainable ocean management.

She has acted as member of the Scientific Councils of Research and Higher Education Institutions and Governmental Agencies: MNHN, CNRS-Institute of Ecology and Environment, National Institute for Agronomic Research, French Agency for Biodiversity. She has been nominated Invited Researcher at the Canadian National Institute for Scientific Research (INRS) and Invited Chair Professor at the National Taiwan Ocean University. She has received national and international awards: CNRS Bronze Medal, 1985; Physiology Prize of the Academy of Sciences, 1992; Grand Prize of the Academy of Sciences, Prize of the Taiwan-France Scientific Cooperation, 2012; Chevalier of the Legion of Honor, France, 2014; YuShan Excellence Program Taiwan 2020-2023. Her research activities in the fields of marine biology, physiology, and evolutionary biology has led to more than 175 publications in ISI journals (h-index = 54). She has coordinated various international and bilateral research programs (European Community, USA, Canada, UK, Argentina, Cuba, Tunisia, Taiwan). Prof. ZHANG Haiwen, Doctor of International Law (in 1995, from Peking University) , is Lead Expert, Innovation Team of Marine Strategy and Law, Southern Marine Science and Engineering Guangdong Laboratory (Zhuhai) a senior research fellow, Director-General, China Institute for Marine Affairs (CIMA), Ministry of Natural Resources (MNR). She is vice president of the China Society of International Law. She is an adjunct professor of Wuhan University, Xiamen University and Zhejiang University. As a legal expert, Prof. ZHANG Haiwen has participated several bilateral negotiations on maritime issues between China and its maritime neighbors, and multilateral negotiations including the BBNJ negotiation organized by the United Nations at present. She has been engaged in research on the law of the sea and maritime policy for 30 years and had managed more than 200 research projects. She published more than ten books. She received her doctorate in international law from Peking University in 1995. She has served as Director-General, the Department of International Cooperation (2013-2017) and Director-General, Legal and Policy Office (1997-2003) of the former State Oceanic Administration (SOA) and a Judge of the Intermediate People's Court of Jianyang District, Fujian Province , P.R.China (1984-1989).

Mr. Lee Suk joo, the head of Maritime Research Team of Korea Ocean Business Corporation, studied International Trade at Dongguk University. He had been working for Korean shipping companies including Pan Ocean for 16 years, mainly in charge of shipping market research, sale and purchase of vessels, and investment planning. Since 2019, he has been working for Korea Ocean Business Corporation as head of Maritime Research Team, and making best efforts to provide qualified market information to Korean shipping society by doing shipping market analysis, developing freight indicis, and hosting KOBC Maritime Conference. He acts as a regular consultant for the shipping market part of the monthly publication ‘International Grain Observation’ of Korea Rural Economic Institute. Dr. Ichikawa is Professor Emeritus and former Dean at the Professional Graduate School of Governance Studies, Meiji University, Japan. He is also Executive Director of The Mori Memorial Foundation (MMF). He majors urban policy, urban planning and emergency management. He has been appointed as chairmen and committee members of Japanese national and local governments such as urban planning council. He is now a committee member of Governor Koike’s variety of policy making works at Tokyo Metropolitan Government (TMG) to which he has been an advisor more than thirty years. He is a chairman of working committee for the Global Power City Index (GPCI) carried out by MMF. He was a steering board member of Future of Urban Development and Services Committee, World Economic Forum. He was granted Bachelor of Architecture and Master of Urban Planning from Waseda University, and then completed his Ph.D. in urban and regional planning at University of Waterloo in Canada.

She specialized in ocean economy research and has been working on diverse researches about ocean economy outlook, ocean economy satellite accounts, the classification and analysis of the marine industries, and the evaluation of the non-market value of the marine ecosystem services. She is a member of ocean economy steering board of OECD.

Dr. KIM Minsu is working for Korea Maritime Institute(KMI) as Deputy President in charge of Ocean Economy Strategy Research Department. He got Ph.D of International Law in Korea University. He has studied in University of Washington in 2010 and Shanghai Maritime University in 2013 as a visiting scholar. Also, he is vice chairman of the Polar Technology Research Association, director of Korea Society of the Law of the Sea, the external cooperation director of the Korean Association for Eurasian Studies, a member of planning committee of the World Ocean Forum, and the director of policy subcommittee of the 'Korea Arctic Research Consortium (KoARC)'. He has served as a government delegation in APEC TRP, UN Convention on the Law of the Sea, Arctic Circle and Arctic Frontier. He is now doing research mainly focusing on climate change, marine and polar policy and cooperation.

Mike Wardle joined the UK civil service in 1983 and spent almost 20 years focused on education policy, including acting as Principal Private Secretary to the Secretaty Of State For Education and Employment. He then became a regulator, acting as Director of Strategy and Regulation and then Chief Executive of the General Social Care Council. He moved into programme management and joined the Z/Yen Group in 2012, undertaking projects with a trades union, a national religious organization, and the hospital sector. In 2017, he took the lead in the development of the Global Green Finance Index, and then took over all the index work for Z/Yen, including the Global Financial Centres Index and the Smart Centres Index. He was appointed Chief Executive Officer of Z/Yen in June 2022.

Choi Jin-seok, a reporter, majored in law (2008) at Ulsan University. From May 2016 to March 2018, he worked as a reporter at JCN Ulsan Central Broadcasting Station, and has been working as a reporter at KBS since April 2018. Choi Jin-seok is in charge of covering the marine economy and education sector at KBS Changwon Broadcasting Station. Reporter Choi Jin-seok reported the news of "statistical warnings, disappearance of fishing villages" consecutively from June to July. Now, Choi Jin-seok producing a documentary about the disappearance of fishing villages. Choi Jin-seok covering more in-depth than the news about why the population of fishing villages is decreasing. The documentary is scheduled to air in November and December.

Director Suh, Yongsuk (born 1964) studied Shipbuilding Engineering at Seoul National University and got Ph.D at Seoul National University. He worked in research and development for 22 years at the Central Research Institute of Samsung Heavy Industries. From 2016 to February 2021, he worked as a Program Director at the Korea Evaluation Institute of Industrial Technology, where he pursued tasks such as policy and business planning of the domestic shipbuilding and maritime industry. From March 2021 to the present, he has been the Director of the Research Institute of Medium and Small Shipbuilding. Dr. Suh is a member of the Society of Naval Architects of Korea and is also a member of board of directors of several organisations such as the Korea Marine Leisure Network and the MacNet. He is also a member of the Advisory Committee for Busan Port Development Association(BPDA).

CEO Chulhun Park majored his Bachelor degree in Industrial Design at Kookmin University (2002-2008) and Master degree of Vehicle Design (2010-2012) at the Royal College of Arts in the UK. He was selected as a PALMER JOHNSON YACHTS scholarship student, the largest super yacht manufacturing company in the Americas, among his master's students in the UK. After graduation, he continued his career at Palmer Johnson Yachts as a Senior Designer in Monaco as a senior designer for about 5 years, and participated in various projects such as the 48m Khalilah yacht, PJ 72 and ETC. He established Parkwood Design in 2016 and has carried out various yacht design projects with Rossinavi of Italy, Tony Castro Design of England, and Latitude Yachts of Latvia. Currently, he is also serving as the chief designer of Latitude Yachts, a Latvian super yacht manufacturer.

Kim Su-Hwan

Professor Kim suhwan received a degree in industrial design (1994) from Keimyung University and a master's degree in industrial design (2006) from Sheffield Hallam University in the United Kingdom. He worked as a ship designer for 14 years in the passenger ship design team of Samsung Heavy Industries, worked on a number of overseas passenger ship projects, including Norfolk Line and Stena, and is also the designer of Econuri, Asia's first LNG fuel-powered eco-friendly ship. Since then, he has worked as an executive/chief designer at Jeitek Co., Ltd., a ship/ocean turnkey company, and served as the main architect of the Sea World High Speed Ferry's Queen Jenuvia and the Korea High Speed Ferry. Starting as a large ship designer, he is a ship designer who has carried out the largest number of passenger ship projects in Korea by designing ships of various types such as ferries and fastest ships, and is currently working in the Industrial Design Department of Keimyung College University and is training manpower by opening the only ship interior-related department in Korea. The Queen Jenuvia, which was designed as a chief designer while working at Jeitek Co., Ltd., was selected as the first Korean ship in 2020 in the Ro-pax·Carrier category at The Royal Institution of Naval Architect in the UK. This ship is evaluated as a ship that proposed a new standard for passenger ships by further enhancing the level of domestic passenger ship interior, and has also become an important opportunity for the world to recognize Korea's own passenger ship design grade and construction technology.

CEO Shin Hong-woo (born 1973) majored in industrial design (2000) at Pukyong National University. He has performed duties such as marine design and professional Design consulting for 18 years in the current workplace creative pers inc. Creative pers inc. is a company specializing in marine design and as develop mass-produced product design technologies. It is a company that implements design technology optimized for the Korean marine environment, with 15 technology patents and its own marine brand "PENTARIS". CEO Shin Hong-woo is a director of the Southeast Regional Design Industry Association, a director of the Korea Marine Design Association, a director of the Marine Leisure Equipment Industry Association, and a specialized member of the Korea Institute of Industrial Technology Evaluation and Management. He has won awards such as "IF Design Award", "reddot", "Minister of Commerce, Industry and Energy Award", "Good Design (3 times), "Design Innovation Award", and "Asia Design Prize". He is an outpatient professor at Pukyong National University, Dongseo National University, and Dongju National University, and has written and reviewed six design education books.

Yoon Jang-won

Yoon Jang-won, president of the Southeast Design Industry Association, received his master's degree in industrial design from Pukyong National University and graduate school. He is currently doing his PhD in Marine Convergence Design. He founded I-on Design in 2003, and is currently serving as the CEO of I- on Co., Ltd., a comprehensive design company. He has been working in industrial design for 30 years and has been involved in a variety of projects from kitchenware to industrial robots to marine rescue launchers. Selected as product design technology company in 2022. In 2012, he established the Southeast Design Industry Association for the purpose of providing design companies with rights and interests and social service, and is serving as the president of the association. He is currently serving as a steering committee member of the Busan International Design Awards.

Sheila joined the Centre for Ocean Ventures and Entrepreneurship, COVE, in 2016 as Chief Operating Officer. Located on the deep-water port of Halifax, Canada, COVE is a collaborative space where ocean technology companies can start, grow, and prosper. Sheila builds relationships with industry, researchers, facilitating organizations and governments for the application and commercialization of world-class ocean innovation. Previously, Sheila worked with the Province of Nova Scotia in roles with the Ministries of Energy, Economic Development, Intergovernmental Affairs, and Environment ultimately to enhance the capacity of the local supply chain and advance international links. In the private sector, she led a custom electronics product design group at Cobham Tracking & Locating Ltd. (Orion Electronics), worked in process engineering with high-tech electronics manufacturer Celestica Inc. and in continuous improvement engineering at IMP Aerospace. Sheila graduated from Dalhousie University with degrees in Chemical Engineering and in Science and sits on the Board of Directors for the Ocean Technology Council of Nova Scotia among other volunteer activities.
