Chairman Hyun Kyum Kim(1961) studied Civil Engineering at Sungkyunkwan University and completed Master and Ph.D. degree in International Logistics & Trade Strategy at the graduate school of the same university. He founded PanStar Group in 1990 and now running eight companies as a chairman including a KOSDAQ-listed PanStar Enterprise, a RoRo passenger ship operator PanStar Line Dot Com, and an overseas affiliated company SanStar Line in Japan, and more. He was a committee member of the Busan Port Authority, a representative of the Korea Shipping Association, a vice chairman of the Korea Trade Research Association, and a chairman of the Audience Committee of KBS(Korea Broadcasting System). He is now playing active roles in the marine and shipping industry in Korea as a chairman of the Sea Power League of the ROK, also a chairman of the Planning Committee of the World Ocean Forum 2019, and a co-chairman of the Korea Association of Marine Industry.

On the Road to a Sustainable Blue Economy

United Nations Secretary General’s Special Envoy for the Ocean, United Nations(UN)
Ambassador Peter Thomson is a Fijian diplomat who served as President of the General Assembly of the United Nations from September 2016 until September 2017. He was Fiji’s Permanent Representative to the United Nations between 2010 and 2016. For the year 2014, he was elected President of the Executive Board of the United Nations Development Programme (UNDP), the United Nations Population Fund (UNFPA) and the United Nations Office of Project Services (UNOPS). He led the Fiji team of diplomats that in 2013 chaired the Group of 77 and China – the UN’s largest negotiating group comprised of 133 developing countries. He was elected as President of the International Seabed Authority’s Assembly in 2011 and as President of its Council in 2015. In October 2017, U.N. Secretary-General Antonio Guterres appointed Ambassador Thomson as the first UNSG’s Special Envoy for the Ocean, in which role he is driving the implementation of SDG14, the UN Sustainable Development Agenda’s goal to conserve and sustainably use the resources of the Ocean. Ambassador, Royal Norwegian Embassy in Seoul
Ambassador Frode Solberg joined the Diplomatic Trainee Programme in the Norwegian Ministry of Foreign Affairs in 1995, and has been a career diplomat ever since. Before joining the foreign service, he served as an officer in the Norwegian Armed Forces after having graduated from the Norwegian Military Academy with focus on language and political science. In addition to his military and diplomatic education, he also has a short programme on Global Climate Changes from the University in Bergen, Norway. Before coming to the Republic of Korea, Ambassador Solberg had the position as Personnel Director in the Norwegian Ministry of Foreign Affairs. He has experience from many different positions both in the Ministry of Foreign Affairs in Oslo as well as Norwegian Embassies abroad, including Minister and Deputy Head of Mission in Stockholm, Counsellor at the Norwegian Embassy in Berlin as well as postings in his country’s Embassies in Vienna and Abu Dhabi. He has been Norwegian Ambassador to the Republic of Korea since July 2018. He is married to Herta Marie Solberg and together they have two children.

Eco-friendly Upcycling Technology for Floating Marine Debris Reduction

Lee Jae-myung is professor of Department of Naval Architecture and Ocean Engineering and director of Cryogenic Material Research Institute(CMRI) and Hydrogen Ship technology Center(HySTC) in Pusan National University. He was Appointed as a professional committee member for Establishing Korea’s Hydrogen Economy Activation Roadmpa. He obtained his PhD degree in Ship and Ocean Engineering from University of Tokyo in Japan in 1999. He is also the deputy editor of Ocean Engineering(SCI Journal) and associate editor of Metals(SCI Journal). His research interests focus on continuum damage mechanics, finite element analysis, modeling of material nonlinearity, and simulation based design. He has carried out various projects such as development of advanced insulating materials, cryogenic storing system, computational method for failure prediction, etc.

President CHOI, Wan-Hyun Choi (born in 1964) majored in Fisheries Management (1991), Fisheries and Ocean Science (2002, Master of Science), and Marine Fisheries Management (2020, PhD) at Pukyong National University. Over the past 25 years, he has been in charge of planning and implementing policies for the development of aquaculture and fisheries resources management through his careers as director of Fisheries Policy Division, Aquaculture Industry Division, Fisheries Development Division, head of Overseas Fisheries & International Policy Bureau, Fishery Resources Policy Bureau, Fisheries Resources Policy Bureau and Fisheries Policy Bureau, and Deputy Minister for Fisheries Policy Office of the Ministry of Oceans and Fisheries. President CHOI, Wan-Hyun has been responsible for national R&D projects in the fisheries and aquaculture in the Republic of Korea since his inauguration as President of the National Institute of Fisheries Sciences of the Ministry of Oceans and Fisheries in 2019. In particular, in order to strengthen the global network of fisheries science and technology, he is promoting international research cooperation projects with fisheries research institutes in China, Japan, Russia, the United States and Europe. He is also leading the efforts to advance the Korean fisheries science and technology to the globe through ODA projects to transfer the advanced technology of fishery and aquaculture to developing countries with poor foundation of fishery science and technology.

Prof. Do-Hoon Kim is a professor at Pukyong National University of the Republic of Korea. Prior to this, he was a senior researcher at the Korea Maritime Institute and a research specialist at the National Institute of Fisheries Science of the Republic of Korea. He earned his doctorate from the University of Delaware, USA. His research interests include fisheries economics and management, aquaculture economics, and seafood market & trade. He was a research leader on Gijang Sea Mustard ASC-MSC Certification Project in Korea. His work has been published in journals such as the Journal of the World Aquaculture Society, Fisheries Science, Marine Policy, Sustainability, Ocean and Coastal Management, etc. He was an external expert of Republic of Korea in OECD and he is currently a member of several organisations such as a member of the evaluation committee of the Ministry of Oceans and Fisheries, an expert member of the Ministry of Economy and Finance, and a member of Human Dimension of PICES.

Ma Chang-mo(1973) majored in fisheries management at Pukyung National University(2001) and agriculture economics at Seoul National University (2017). He has been working at the Korea Maritime Institute(KMI) under the Prime Minister's Office for 17 years and has conducted research on fisheries policies, international fisheries and aquaculture industries. Ma Chang-mo is a director of the Korea Fisheries Management Association, secretary general of the Future Aquaculture Investment Forum, and a member of the Ministry of Industry's Science and Technology Level Assessment Committee. Recently, he has been participating in aquafarm 4.0 project.

Koji Yamamoto has marine biology degree from Bangor University and aquaculture master degree from James Cook University. Prior to joining the ASC, he had worked in over 20 countries as an aquaculture specialist for the Food and Agriculture Organization (FAO) and the Network of Aquaculture Centres in Asia-Pacific (NACA) to implement aquaculture development projects. Since September 2017, he has been working as a general manager of ASC Japan to promote environmentally and socially responsible aquaculture in Japan and in the region.

Status and Prospect of Biofloc Technology (BFT) for Shrimp Farming as an Environmental -friendly Aquaculture Strategy in Korea

Dr. Jang(1958) studied Animal Science (1978) at Busan National University of Korea. He had worked on shrimp culture and disease management for over 20 years at National Institute of Fisheries Science (NIFS) of Korea. He firstly introduced white shrimp, Litopenaeus vannamei to Korea, successfully implementing farming technology to private sectors and developed biofloc technology (BFT) to successfully apply commercial shrimp farming. He established shrimp farming infrastructure in Algeria and succeeded to produce marine shrimp in the Saharan desert of the north Africa as an official development assistance (ODA) project of Korean government. So far, he has conducted feasibility studies, consulting and international researches of shrimp farming in more than 15 countries. Dr. Jang is responsible for shrimp farming development in Kuwait as a consultant of Kuwait Institute for Scientific Research (KISR) and the shrimp farming project of Algeria as a project manager for ODA project of Korean International Cooperation Agency (KOICA). Dr. Jang is also a member of executive directors of Joongkyeom Biotech. Co. Ltd. which is developing specific antibodies of infectious shrimp diseases.

Cho Eun-ik(born in 1970) majored in economics at Sogang University and started the Samsung Group Venture Investment Team, and has been a venture capitalist at KTB and HB Investment, as well as investment in various fields such as film and drama, until 2010. He has invested in the offshore aquaculture facility company to apply the most efficient aquaculture methods under the reduced environment of global aquatic resources. He is also investing in a company specializing in Recirculating Aquaculture Systems to support land based aquaculture farms to be more environment friendly. In 2016, he found the Jeju Offshore Aquaculture and has been working hard to cultivate tuna and artificial seedlings for the first time in Korea, with minimal impact on the sea environment.

Engineering Ocean Aquaculture Structures for Exposed Sites – A U.S. Perspective

Dr. Tobias Dewhurst is the CEO of Kelson Marine Co. He is an experimental and numerical hydrodynamicist who specializes in the interaction of floating structures with waves and currents. He earned his PhD at the University of New Hampshire (UNH) characterizing the dynamics of submersible mussel rafts. He earned a master's degree in ocean engineering investigating test platforms for tidal energy conversion technologies. He previously managed industry and research projects in renewable energy and offshore aquaculture for Maine Marine Composites. He is a licensed Professional Engineer (PE) whose projects include the design of hectare-scale macroalgae cultivation systems, the analysis and optimization large commercial shellfish farms, and the hydrodynamic and mooring analysis for Wave Energy Converter prototypes. Dr. Dewhurst serves on the Society of Naval Architects and Marine Engineers technical panel on Aquaculture and the Blue Economy, the International Council for the Exploration of the Sea (ICES) Working Group on Open Ocean Aquaculture, and the International Electrotechnical Commission (IEC) Technical Advisory Group Shadow Committee for IEC TS 62600-2: Design requirements for marine energy systems.

Mr. Park graduated from Korea Maritime and Ocean university (KMOU) in 1983 accomplishing Bachelor degree of Engineering. He was granted Mater degree in 1988 and Ph. D. in 2019 at the same university by studying management. He served as Lt. Junior Grade in the Navy of Korea for two years. Starting from Hyundai Merchant Marine co., Ltd, he accumulated a variety of experiences in the area of logistics comprising Hutchison Korea Terminals and Benison International in NY, USA as general manager. He joined Busan Port Authority (BPA) in 2004 when BPA was established. In BPA, since then, he has shown focused expertise on marketing, port operation and international business. Now Mr, Park is leading Global business division of BPA as Vice President.

Dr. Cho Jung-hee studied Oceanography at Inha University, Korea(1991, B.A.), Coastal Zone Management at Nova Southeastern University, USA(1994, M.A.), Natural Resource Economics(1997, M.A.), and Environmental and Natural Resource Economics(2001, Ph.D.) at University of Rhode Island, USA. His research areas of interests are Fisheries Resource Management, Fisheries Trade, International Cooperation and Official Development Assistant on oceans and fisheries. He has been worked as a deputy president of the Fisheries Policy Division at Korea Maritime Institute since 2016. Global Marine Litter Solution, The Better Way to Solve?

After 25 years working as a producer in film and television production making content that celebrated our oceans or raised awareness around its decline, Sarah accepted the role as CEO of Take 3 for the Sea. Sarah's journey with Take 3 started in 2013 when she became increasingly aware of the insidious plastic problem in our oceans and its impacts on marine wildlife. Initially joining Take 3 as a volunteer, Sarah developed and launched the Take 3 Surf Life Saving Clubs Project and served on the organisation's Board of Directors while continuing her film and television career. Sarah’s connection with Take 3 continued, with co-founder Tim Silverwood featuring in her award-winning ocean conservation film, BLUE in 2017. Aligning with BLUE’s theatrical release in October 2017, Sarah and the BLUE team developed and implemented a 3-year multi-faceted impact campaign, which included over 65 partners from the not-for-profit, education, government, philanthropic and private sectors in Australia, the Pacific Region, Europe and North America. The BLUE education curricula has been used by over half a million Australian school kids, and the film and its outreach won the Banksia Foundation Sustainability Media Award for its contribution to the United Nations Sustainable Development Goals. He is currently in charge of deputy president at port research sector in KMI and his research interests include innovative technologies for highly efficient and intelligent port systems, next-generation port & logistics, supply chain management, and eco-friendly system for port. Marine Plastics: Current Status and Response in Korea

Director Seong-Soo Kim(born in 1962) completed a master’s degree in Chemical Oceanography at the Graduate School of Jeju National University (1988) and a doctor’s degree of science in Chemical Oceanography at Pukyong National University (1993). He has worked for 24 years at National Institute of Fisheries Science and Korea Marine Environment Management Corporation. For this 24 years, he has operated the National Marine Environmental Monitoring Network, and has conducted tasks such as operating the quality control system in the marine environment field and revising & setting guideline of marine environment. Marine Environment Research Institute is entrusted with policy projects from the Ministry of Oceans and Fisheries, and the institute’s major projects include the operation of the National Marine Environmental Monitoring Network and the national marine ecosystem survey.

Marc Krebs has originally studied Languages, History & Communications at the University of Basel, before he started to work for Media Enterprises in the 1990’s: He worked for Radio stations, TV and Press. He also wrote several non-fiction books. After years as a Writer, Manager, Editor and Head of Cultural Departments @ different Newspapers he left the Media Industry in 2019 because he wanted to act and contribute to a solution against the world’s plastic pollution. Prof. Shin(1955) studied Naval Architecture at Seoul National University (1977 BS, 1979 MS) and Ocean Engineering at M.I.T. (1989 PhD) and has been employed by Korea Research Institute of Ships and Ocean Engineering before he became a professor at Seoul National University. For 26 years, he taught and researched on ship production science at SNU. He retired in 2020 and now is a professor emeritus. Currently, he leads innovative technologies for a smart shipyard and organizes a national research consortium for the possible national project. He also works for practical applications of plate bending automation and shipyard simulations. Prof. Shin’s new position is a technology advisor at Korea Shipbuilding and Offshore Engineering, a company of Hyundai Heavy Industries Group. He is also the Chairman of Board of Korea Institute of Ocean Science and Technology, the Technology Chairman of Korean Registry of Shipping. He is a member of National Academy of Engineering of Korea, a Fellow of Society of Naval Architects and Marine Engineers(SNAME) of U.S.A. He is a world first three-time recipient of the Elmer L. Hann award from SNAME.

Mr. Hatzigrigoris is a Marine Consultant, He held the position of Managing Director of Maran Tankers Management between 1992 and 2014 and in addition he was the Managing Director of Maran Gas Maritime between 2003 and 2020. Stavros joined Anangel Shipping Enterprises S.A. in 1981 as a Fleet Manager a position which he held until his appointment to Managing Director of Maran Tankers Management. Stavros holds a B.Sc. in Naval Architecture and Ocean Engineering from University College London as well as an M.Sc. in Marine Engineering from the National Technical University of Athens. He has studied Management of Ship Operations in the University of Strathclyde. He is a member of numerous national and international shipping bodies and committees. He is a fellow of the Institute of Marine Engineers and has been Vice President of SNAME International between 208 and 2010. Kim In-hyeon, born in 1959, is a full time professor in Maritime Law and Marine Insurance Law and the director of Maritime Law Center at the School of Law, Korea University in Korea. He studied nautical science in the Korea Maritime University and employed by the Sanko Steamship Co. LTD from 1982. After he quitted serving as the Captain (still holds valid Master’s license until 2024), he started to study maritime law at Korea University from 1994. He obtained LL.D at Korea University in 1999 and LL.M from the University of Texas at Austin in 2004. He also studied law at the bachelor course of the Korea University from 2005 to 2007. He studied maritime law at National University of Singapore as a visiting professor in 2013 and Tokyo University in 2019. He served as a maritime consultant for Kim & Chang, the largest law firm in Korea from 1996 to 1999. He was the president of Korea Maritime Law Association. He acted as legal adviser for Korean government to UNCITRAL Transport Law Project (Rotterdam Rules) and Legal Committee of the IMO. He was also a member of revision committee for Korean Commercial Code Maritime Law Section. He is a member of Planning Committee of CMI. He published many English articles on maritime law in the Journal of Maritime Law & Commerce(JMLC), including Sewol Ferry Accident and Hanjin Shipping’s Rehabilitation case in Hong Kong Law Journal. He is the author of “Transport Law in South Korea” published by Kluwer. He is also the author of Korean maritime law textbook such as “Maritime Law”, “Marine Insurance Law”, “Maritime Collision Avoidance Rules”. He is a listed member of Korea Commercial Arbitration Board and SCMA as well. He acted as the chairman for establishing Seoul Maritime Arbitration Association during 2017 and 2018. He is the current chairman of advisory board for Minister of Korea Ocean and Maritime Ministry. He also serves as a invited columnist for The Dong-a Ilbo and Busan Ilbo. He acted as the chief writer for the White Paper(II)(Legal Part) of Hanjin Shipping’s Bankruptcy in 2016.

Director Joo Won-ho(1966) studied Naval Architecture and Ocean Engineering at Seoul National University and obtained a Master(1992) and a Doctor(2008) of Naval Architecture Engineering degree from the same university. After joining Maritime Research Institute of Hyundai Heavy Industries(HHI) in 1992, he was in charge of developing noise and vibration control technology for ships, and served as the head of the Advanced Research Institute and the Director of the Corporate Research Center of HHI. Currently, he is leading the development and business of eco-friendly autonomous ship technology as the first director of Advanced Research Center and senior executive vice president and CTO of Korea Shipbuilding & Offshore Engineering Co.(KSOE). As an academic activity, he participated as the chairman of the Korea Ship and Offshore Plant Congress, Korean Society for Noise and Vibration Engineering and as a member of the ISSC dynamic response subcommittee. Lee hwa-lyong(HLee) has various experiences both in Korea and Norway in terms of ship design, rule development, hull approval and pre-contract/marketing works toward yards and owners. He studied Naval engineering and architecture at Seoul National University in Seoul Korea(1981). Before joining in DNV on 1998, he had been working as chief hull structural engineer for DSME in Korea more than 16 years since 1983. In DSME, he worked in the hull basic design dep’t covering all pre-contract and basic design process with hull key plans after contract. His long experience in one of the most recognized yards brought a lot solution-oriented input into DNV’s rule development process and enables him to build-up the network not only with shipbuilders but containership owners. He has been involved in many recognized/challenging projects both in the ship yard and DNV for design, approval and joint development with a lot innovative ideas.. DNV’s proposed “Operating profile based hullform optimization procedure” was one of the outstanding outcomes of his contributions to the joint works. In DNV GL, he had been working as hull approval manager, project director for container ship and head of the pre-contract dep’t since 2008 until 2014. Prof. Han Chul-hwan (born in 1965) studied Economics at Pusan National University and completed a Ph.D. (major in port economics) and graduated from Port, Shipping & Transport Management course at Shipping and Transport College (2000) in Netherlands. While working at the Korea Maritime Institute (KMI) for 10 years, he participated in the World Trade Organization (WTO) and the Organization for Economic Development and Cooperation(OECD) as Korea's representative and published a number of research results related to shipping and port logistics. After moving to the Department of International Logistics at Dongseo University(2005), he is striving to cultivate his students and research on digital transforamtion and sustainability of shipping and port industry. Prof. Han is the dean of Global Business College at Dongseo University and president of the Korea Port Economics Association and chairman of the Yeongnam Branch of the Korea Economic Association. Dr. Byung-Joo Park (born in 1969) entered the Department of Industrial Engineering at Dong-A University in 1987 and obtained his master's degree in 1995 and his doctoral degree in 1999. From 2000 to 2004, he worked as a BK21 postdoctoral researcher at the Department of Management Information of Dong-A University. From 2006 to 2008, he worked as a research professor at the same university. From 2004 to 2006, he worked as a post-doctor in the Department of Management of the University of Nebraska Lincoln. Since 2008, he has been working on policy research in the ports and logistics, and fourth industry sectors at Gyeongnam Institute. Now he is the head of the Department of Economy & Industry Research. Since 2019, he has been working on measures to revitalize the local economy through the new ports of Busan Port as the head of Northeast Asia Port Logistics Research Center. In addition, he is a member of the Busan-Jinhae Free Economic Zone Authority, a member of the Economic Innovation Promotion Committee of Gyeongsang Province, and a member of the Port Policy Deliberation Committee of Gyeongsang Province. He has served as a member of the Big Data Promotion Advisory Committee of Gyeongsang Province and the Southeast Regional Economic Development Committee. Dr. Park Kwang-soon (born 1955) is currently the director of Jeju Research Institute of the Korea Institute of Ocean Science and Technology (KIOST). He majored in coastal engineering at the National Fisheries University of Pusan (currently Pukyong National University) and obtained his Ph.D. in 1993. Since joining the KIOST in 1986, he has been dedicated to mission-oriented and purpose-oriented research as a PI or a participant in medium and large-scale research projects in the area of coastal disaster reduction technology research. He was especially committed to the development and establishment of operational ocean forecasting systems to support the resolution of urgent national issues concerning the sea. During the period from 2009 to 2018, he successfully developed and operated KOOS(Operational Ocean Forecasting System in Korea) through the national R&D project. This research project was selected as one of the top 100 national R&D achievements in 2015. KOOS system is being used by transferring technology to national agencies and industries. It is also transferring KOOS technology to Colombia and Vietnam through the ODA project. As such, he was awarded the Order of Science and Technology Merit on Sea Day in 2020 in recognition of his contribution to the development of national marine science and technology. He served as vice president of KIOST from July 2015 to July 2016. From May 2010 to May 2012, he served as director of the Korea-China Joint Ocean Research Center. He derives practical research results through joint research on coastal disaster reduction technology, which is a common concern of both Korea and China. He has contributed to the development of operational ocean forecasting system in North-East Asian Region, working as Korean Representative (2004-2008) of the IOC/WESTPAC NEARGOOS Coordinating Committee for the North-East Asian Regional-Global Ocean Observing System (NEAR-GOOS). He is the leader of the Working Group for the development of the NEAR-GOOS Operational Ocean Forecasting System, which is now jointly carried out by Korea, China, Russia and Japan.

Árni M. Mathiesen was born in Reykjavík, Iceland, 2 October 1958. He studied veterinary medicine at the University of Edinburgh, qualifying as a veterinarian in 1983 (BVM&S), adding to this qualifications in fish pathology from the University of Stirling in 1985 (M.Sc. Aquatic Veterinary Science). After completing his studies, Árni worked as veterinarian in various areas of Iceland and served as Veterinary Officer for Fish Diseases 1985-1995. He was also the managing director of the aquaculture firm Faxalax hf. 1988-1989. Árni was elected to Parliament on behalf of the Independence Party in 1991. He was then the youngest Member of Parliament at the age of 33. He became a cabinet minister in May 1999. Árni did not stand for reelection in the spring of 2009. Árni was Minister of Fisheries May 1999 - September 2005. Responsible for fisheries policy, quota allocation, surveillance and enforcement, processing, research and development, marine aquaculture, marine food safety and management of international agreements. Member of Cabinet Committee on the Budget in 2004. Árni was Minister of Finance September 2005 – February 2009. Responsible for the state budget, tax policy, revenue collection and forecasts, economic forecasts, pensions, Government property and wage settlements in the public sector. Member of Cabinet Committee on the Budget. Member of Cabinet Committee on Climate Change. Árni joined FAO, the Food and Agricultural Organization of the United Nations, based in Rome, Italy in October 2010 as Assistant Director General and Head of the Fisheries and Aquaculture Department. I am Wai Lin Maung, Director General who is authorize person for management of fisheries sector in Myanmar. I was born in 13 March 1963. I graduated from Defense Service Academy in 1986. Before I was assigned to this Department, I assumed in so many departments with different responsibilities such as a Lieutenant colonel (commander) in Myanmar Army, as a professor in University of Veterinary Science, as a Director in Department of Fisheries, and as a Deputy Director General in Livestock, Breeding and Veterinary Department respectively. Currently, I was assigned as Director General on 4 March, 2020 in order to fill the gap for this position to DOF. Department of Fisheries is responsible for administration of fishery sector such as fishery management, aquaculture, fishery post-harvest and processing and research and development. DOF is also responsible for management of the Fishery related projects and planning in accordance with the Laws and Regulations. DOF is implementing so many management measures such as not allow the foreign fishing vessels in Myanmar water, define closed seasons/areas, prohibition on the overfishing and overcapacity, combat IUU fishing by using VMS system, limit the building of new local fishing vessels, revise the legal for fisheries sector, conserve the endangered species such as Ayeyarwaddy Dolphins, Dugong, Sea Turtle etc., and extend the fisheries co-management areas to sustain the fisheries resources and strengthen sustainable blue economy in Myanmar.

Kim Hyun-jae, director of maritime fisheries and logistics, Busan metropolitan city (born in 1973) graduated from Busan national university with a degree in public administration, passed the 5th grade civil service examination. In 2014, he began his career as head of park and resort promotion team in Busan metropolitan city. In the same year, he served as the director of the tourism promotion division in Busan metropolitan city and also served as the director of the tourism MICE division. In 2015, he worked and got dispatched to the Ministry of trade, industry and energy. Mr. Kim Hyun-yeong is international program coordinator in KIOST(Korea Institute of Ocean Science and Technology). His background and professional experiences ranges from ocean policy, international cooperation to project management, integration and coordination of administration of the institute. For about 36 years, Hyun Yeong has been working with the Korea Ocean Research and Development Institute (KORDI) which was reborn as Korea Institute of Science and Technology (KIOST) on 1 July 2012, in various position. Hyun Yeong was the Head of International Cooperation Center of KORDI at which he initiated a number of international cooperative projects with regard to IOC, WESTPAC, PICES, SCOR, Latin America, Asia, and Africa. He contributed to establish the Korea China Joint Ocean Research Center ( Qingdao, China), the Korea Latin America Joint Ocean Research Center(Lima, Peru), and the KIOST-NOAA Joint Research Center (Washington, USA). Hyun Yeong was the initiator and project manager of the project named Capacity Building on Ocean Observing System in Africa to promote South/South cooperation in ocean science, technology and innovation financially supported by Korean government. Since 2012, Hyun Yeong has also been organizer of the series of the annual international forums for Eastern Europe, Latin America, and Indo-Pacific Region on the IOC operational oceanography and future of IOC. He has worked as the member of representatives for many intergovernmental ocean related meetings such as IOC, WESTPAC, PICES, etc. He published many books and reports in the field of ocean policy and international cooperation.

Mr. Kyungdae Byun (Birth 1961. 12. 16) majored in international economics, completed bachelor's and master's courses, and has been engaged in international trade in agricultural and fishery products for over 30 years. Entered Myanmar about 20 years ago and has been operating a business, and has lived in Myanmar since about 7 years ago and has been engaged in fisheries product trade and aquaculture industry under the position of honorary Attaché of maritime and fishery in department of the Ministry of Oceans and Fisheries of Korea. Continuing close deals with cooperatives in Asia, including Vietnam, Thailand, Malaysia, Bangladesh, and in the Middle East, including Oman and Saudi Arabia. In charge of a standing advisor to the Fisheries Export and Processor Association of Myanmar, a policy advisor to the Myanmar Fisheries Administration, and a secretary to the Korea-Myanmar Fisheries Development Committee.

Director-General Kang Hyeong Cheol studied Tourism Management at Kyung Hee University(1996). He have performed as Head of General Affair, Planning and Finance, and Inspection after joining in Korea International Cooperation Agency(KOICA) at 1991 which is the year of its establishment. Mr.Kang has been sent to Afghanistan to work in Provincial Reconstruction Team (PRT) for 18months and also has carried out his KOICA Country Representative role in Timor-Leste for 3 years successfully. He was the Director-General of KOICA Busan Office who endeavors to develop ODA projects in cooperation with Busan City and Oceans and Fisheries related organizations.

After he has been admitted by New York state as an attorney at law, he worked for Visiting Scholar at UCLA School of Law and at O’MELVENEY & MYERS, LLP for the area of international transaction, corporation, international law. Since 2011, he has worked for international regulation on ocean and fisheries including IUU, etc. and international development cooperation at Korea Maritime Institute(KMI). Professor Kim Kang-sik(1961) received his doctorate degree from Pusan National University with a major in history(1998). He served as a lecturer at Pusan National University and Korea Maritime and Ocean University. He was a research professor at Ulsan University and a fulltime lecturer at Dongmyeong University. Korea Maritime and Ocean University has been conducting research in the Department of Culture Interaction Studies of Sea Port Cities and Marine Humanities for seven years. My major is the history of Joseon Dynasty in Korean history. It mainly focuses its research on the history of the Imjin War, the history of culture interactions between Korea and Japan, and the history of East Asian maritime history. Professor Kim Kang-Sik serves as an editor of the Military History, History and the World, Hangdo Busan, and Culture Interaction Studies of Sea Port Cities. He also serves as a member of the city history compilation committee of Busan and Gimhae. In addition, he is engaged in various social activities such as Busan City's Future Heritage Committee.

Prof. Rhee Kun-woo (1960~) studied Asian History at Seoul National University (1982) and History at the Graduate school of Academy of Korean Studeis (1882~1994) and Japan History at Kyoto University. He has interested widely in History of ancient Korea-Japan relationship, History of Ancient Japan, History of Joseon-Japan relationship, History of Tsushima, History of modern fishing industry, History of Right Sound to discipline people etc.. He has teached and studied at Pukyong National University from 1995 until now, and became the president of PKNU museum, the chairman of Pusan Kyongnam History Association, the chief editor of North East Asia Culture Association and the advisory committee member of North East History Foundation. His principal works are History of pre-modern Korea-Japan relationship, Understanding of Traditional Society, Landscape of Ancient Kingdom, Korea is Confucianism Republic, Is Right Sound To Discipline people Hangeul? etc. His main translations are Drift Diary to Joseon, Nihonshoki, Shokunihonki, Ryounogige etc.

Prof. Park Hwa-jin(1956) studied Korean History at Pusan University (1975-1979) and studied at the graduate school of Pusan University(1979-1981), studied Japanese history at the graduate school of Tokyo University of Japan(1982-1991). Prof. Park Hwa-jin has been employed successively by Busan Technical University(1992) which was mergered with fisheries University(1996). She has been active in this domain for over 29 years now and is focused on and responsible for the realization of large reseach in the field of history. Prof. Park Hwa-jin is a member of several organisations such as a member of curator of Pukyong University, and also is the board member of the Busan History.

Jae-yeon Ahn

Ahn Jae-yeon(born in 1968) received a bachelor's degree in Chinese Literature (1991) at Yonsei University and a master's degree in East Asian culture and languages from U. of Michigan. She obtained a Ph.D. in the Comparative Literature at Yonsei University (2006). She researched as a visiting scholar at Tsinghua University in China (2007-2008) and Cambridge University in England (2012-2013). She has worked at the East Asian Research Center at Sungkonghoe University and UNIST, and has been working at the Asian Cultural Center since 2015. Ahn Jae-yeon worked as a research planning team leader at the Asian Culture Research Institute, the Asia Culture Institute from 2015, and also served as the acting director of the Research Institute from 2018 to August 2020. Since September 2020, She has been working as the acting director of the Education Division and as the team leader of the education content development team.

Sung-il Chung

Prof. Chung Sung-il (b. 1961) studied Economics at Chonnam National University (1980-91) and has been employed for arranging the original documents of Tsushima Japan by National Institute of Korean History from 1991 to 1996. He has served as a professor of department of Service Management in Kwangju Women’s University since 1996. Prof. Chung Sung-il was chairman of the Society of Korean-Japanese Relations History(2013) and of the Korean Economic History Society (2019). He has been active as a member of the Korea-Japan academic research committee of the Korea Assembly to Japan, Joseon Tongshinsa, and for the International Memory of the World Register of UNESCO in 2017. He remains active in research on the history of Korean-Japanese relations in the Joseon Dynasty period.

Sugn Hyeon-moo(born in 1970), a professor of Kosin University Industry-Academic Cooperation Foundation, earned a Bachelor of Theater Directing from Kyungsung University in 1996 and a Master of Arts Management from Pusan National University in 2010. Formerly, he worked at the Busan Culture & Tourism Festival Organizing Committee and a local medium-sized company for 20 years. In addition, he planned and directed the Busan International Fireworks Festival, Busan Port Festival, Busan Sea Festival, Busan International Rock Festival, etc. In 2015, he established a corporate research institute called “Limen. Co., Ltd.” Since then, he has done projects on local cultural resources such as Busan Road, Beacon Fire Station in Ganbio Mountain, White Paper of Busan Pedestrian Policy, Branding & Storytelling of Traditional Food ‘Gupo Noodles. Moreover, he has been actively working as a director of regional festivals such as Evening Yeong-do Art Festa, Busan Storytelling Festival, Illuwa Festival.

Mark has over 15 years of cleantech venture experience. He co-founded Novus Energy Partners in 2008, a US-European cleantech VC fund, which Prior to that, Mark was with GE for 10 years. As a Senior Vice President of GE Energy Financial Services he co-led the effort to re-start GE’s cleantech venture investing efforts. In the maritime sector, Mark has worked in shipbuilding and as a naval architect. Mark also served for 13 years as an officer in the US Army Reserves. He was mobilized in 2003 to Baghdad where he focused on nationbuilding and was awarded the Joint Service Commendation Medal. Mark’s public sector experience also includes a term as the Economic Development Director for Providence where he focused on the Innovation ecosystem and developed an Urban Food strategy. He is currently a US director of Alfanar, the only venture philanthropy non-profit focused on the Arab world, and Tern, a Taiwan-based urban mobility company. Mark holds an MBA and Masters of International Affairs from Columbia University & a BS in Naval Architecture and Marine Engineering from Webb Institute
