He recently co-developed the KAPSARC Global Oil Trade Model (GOTM), a spatial simulation model of the crude oil market to analyze the impact of regional allocation of crude oil on inter-regional price differentials. Se Hyun Ahn is Director of Center for Energy Security Strategic Studies (CESSS) at University of Seoul and Professor of the Department of International Relations in the University of Seoul. He is the former member of policy advisory committee for the ROK Ministry of Unification & and also advises ROK Foreign Ministry and ROK Ministry of Finance and Strategy. He is also the member of Council for Security Council for Asia Pacific (CSCAP)-Korea and Pugwash Conferences as well as the National Unification Advisory Council. He spent his numerous years in researching, teaching and studying in the US, China, Russia, UK and Eurasia. Prior to coming to Korea, he was the visiting research fellow at the Asia Research Centre at the London School of Economics and Political Science (LSE), and also was an Assistant Professor at the Department of Government and International Relations in the Beijing Normal University-Hong Kong Baptist University United International College in China. Dr. Ahn received his Ph. D from the International Relations department in the London School of Economics and Political Science. He also holds an M.A. from the School of Foreign Service, Georgetown University and B.A. from Cornell College. He was also trained at the National Mineral Resources University in Russia. His areas of particular interests include energy security and energy diplomacy, and East Asian relations and regional economic security issues in Northeast Asia and Eurasia.

Dr. Seo-Hang Lee is President of Korea Institute for Maritime Strategy and Professor Emeritus at Korea National Diplomatic Academy. He is also Vice President of UNA-ROK. Before he was appointed to the current position, Dr. Lee was Consul-General to Mumbai, India. He was also a professor at the Institute of Foreign Affairs and National Security (IFANS), the policy research arm of the Ministry of Foreign Affairs and Trade. He joined IFANS in 1989 and served as Dean of Research from 2004 to 2008. Dr. Lee was also Co-Chairman of the Korean Committee of the Council for Security Cooperation in the Asia Pacific (CSCAP). Most recently, Dr. Lee served as Chairman at the 24th and the 25th meetings of the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR), held in Tasmania, Australia in 2005 and 2006. Dr. Lee received a Ph.D. from Kent State University and a B.A. and M.A. from Seoul National University. He is the recipient of the Killam Post-Doctoral Fellowship, Dalhousie Law School, Canada. Dr. Lee has published or edited more than 80 monographs and books on international security issues and maritime affairs.

Noriyoshi YAMAGAMI is currently Cabinet Counsellor of the Cabinet Secretariat (Ocean Policy), Government of Japan. He joined the Ministry of Transport, Government of Japan in 1987. He worked at various department which includes the Maritime Bureau, the Ports and Harbours Bureau and the Policy Bureau in the Ministry of Land, Infrastructure, Transport and Tourism (MLIT). He was appointed Counsellor of the Embassy of Japan in the UK in 2004. He returned to the MLIT in 2007 and served as Director at Road Transport Bureau and Railway Bureau. In 2012 he was assigned to the Embassy of Japan in the UK for the second time, and carried out his mission as Minster. Based in London as a diplomat responsible for transport, YAMAGAMI led Japanese delegations and participated in a number of meetings of the International Maritime Organization (IMO) and International Oil Pollution Compensation Fund in the UK. He earned a Bachelor of Law at the University of Tokyo, Japan and a Master of Arts in Political Science at the Stanford University, US.

Dr. Kim Jong-deog has been working on the coastal and maritime policy at Korea Maritime Institute (KMI). Currently, he is a director general of Strategy Research Division, KMI. He has rich experience in national planning and implementation of coastal and maritime affairs, and provided an advice to the lawmakers and government officials. Also, he led researches on coastal management reform, marine environment information system and PEMSEA strengthening capacity or marine environment preservation. Currently, he is engaged in the polar research programs and related government policy making process; he is a coordinator of Korea Arctic Experts Network and member of working Group for North Pacific Arctic Conference. Dr. Kim is in charge of Korea’s role as a permanent observer to Arctic Council and subsequent research on policy development. He was a member of Korean delegate to PEMSEA, YSLME and Arctic Council.

CV James Holmes is a professor of strategy at the Naval War College and senior fellow at the University of Georgia School of Public and International Affairs. A former U.S. Navy surface warfare officer and combat veteran of the first Gulf War, he served as a gunnery and engineering officer in the battleship Wisconsin, engineering and damage-control instructor at the Surface Warfare Officers School Command, and military professor of strategy at the Naval War College. Jim is a Phi Beta Kappa graduate of Vanderbilt University (B.A., mathematics and German) and completed graduate work at Salve Regina University (M.A., international relations), Providence College (M.A., mathematics), and the Fletcher School of Law and Diplomacy at Tufts University (M.A.L.D. and Ph.D., international affairs), where he was the A. Eiken Hohenberg Scholar. He earned the Naval War College Foundation Award in 1994, signifying the top graduate in his Naval War College class. Dr. Sam Bateman retired from the RAN as a Commodore (one-star) and is now a Professorial Research Fellow at the Australian National Centre for Ocean Resources and Security (ANCORS) at the University of Wollongong in Australia, and an Adviser to the Maritime Security Programme at the S. Rajaratnam School of International Studies (RSIS) at the Nanyang Technological University in Singapore. His naval service included four ship commands ranging from a patrol boat to guided-missile destroyer. He has written extensively on defence and maritime issues in Australia, the Asia-Pacific and Indian Ocean, and was awarded his PhD from the University of New South Wales in 2001 for a dissertation on “The Strategic and Political Aspects of the Law of the Sea in East Asian Seas”. He is widely recognized as a regional maritime security expert and regularly provides comments for Australian and international media. His current research interests include regional maritime security, piracy and maritime terrorism, oceans policy, the strategic and political implications of the Law of the Sea, and maritime cooperation and confidence-building.

India First Pragmatic Foreign Policy and Its Impacts on Indian Maritime Security

Admiral Devendra Kumar Joshi took over on 31 August 2012 to 26 February 2014, as the 21st Chief of Naval Staff of Independent India and the 19th Indian to take command of the Indian Navy. Admiral DK Joshi is a specialist in Anti-Submarine Warfare. In his long and distinguished service spanning nearly 38 years, he has served in a variety of Command, Staff and Instructional appointments. Admiral Joshi's Sea Commands include guided missile corvette INS Kuthar, guided missile destroyer INS Ranvir and the aircraft carrier INS Viraat, during which he was awarded Nausena Medal, Vishist Seva Medal and Yudh Seva Medal respectively. He subsequently commanded the Eastern Fleet, wherein he was awarded Ati Vishist Seva Medal (AVSM). After his elevation to Flag rank, the Admiral served in the Integrated Headquarters in all nodal Branches. In the Personnel Branch as the Assistant Chief of Personnel (Human Resource Development), in Warship Production and Acquisition as the Assistant Controller of the Aircraft Carrier Programme (ACCP), and thereafter in the Operations Branch both as Assistant Chief of Naval Staff (Information Warfare and Operations) and as the Deputy Chief of Naval Staff. Before taking over as the FOC-in-C Western Naval Command, he contributed towards inter-service integration, first as the Commander-in-Chief of the Andaman and Nicobar Command,the only tri-service integrated Command. He was awarded the Param Vishist Seva Medal (PVSM) during this time. Later, he served as the Chief of Integrated Defence Staff to Chairman, Chiefs of Staff Committee (CISC). Admiral Joshi is a distinguished graduate of the Naval War College, USA, an alumnus of the College of Naval Warfare, Mumbai and the prestigious National Defence College, New Delhi. He was also the Defence Advisor in the Indian High Commission at Singapore from 1996 to 1999.

He was the President of the 20th Meeting of the 162 State Parties to the UN Convention of the Law of the Sea (SPLOS). He was the Indonesian Ambassador to Belgium, Luxembourg, the European Union and the World Custom Union from September 2010 to January 2015. He also worked with the NATO on maritime security issues. A career diplomat and an expert in international law of the sea, he has served in the Indonesian foreign service for over 25 years since 1986.He has given lectures in various Indonesian and foreign universities such as the Australian National University, Cambridge University, John Hopkins University, the London School of Economics, Bilgi University in Istanbul, and the Catholic University of Leuven in Belgium. He has also given lectures at the Rhodes Academy of International Law of the Sea in Greece, the International Maritime Law Institute in Malta, the Center for Ocean Law and Policy of the Virginia University in the US, and the Center for International Law of the National University of Singapore. He wrote numerous op-ed articles in national media and academic journals as well as books related to the law of the sea.

Currently, Professor Kim is an Endowed Chair Professor of Kwangju Institute of Science and Technology, GIST. He holds a degree in Chemistry from Seoul National University, Korea and Ph.D. in Marine Science from University of California, San Diego (UCSD) in 1983. Before joining GIST, he served as a professor in School of Science at Seoul National University from 1984 to 2013. His work includes issues related to environmental changes in East Sea of Korea by using tracer chemistry; monitoring network building and analysis on Far-east Asian region for long-term observation on the atmospheric trace constituent which cause a global warming and ozone layer depletion. While serving as a director of Marine Research Institute of Seoul National University, he organized the Summer Ocean School for children to encourage them have more interest in marine science. Also, he has delivered series of public lectures under the title of “Beautiful Earth” to make people aware of Earth, the sole foundation of mankind – 2 hours-long lecture is now available at NAVER (Open Lecture: In & Out of Culture, 2014). He has published a large number of papers, articles and books on variety of subjects to popularize a science; , “Learning of Global environment with Nobel Prize”, “Guide for Ocean Exploration, Chemistry” and “Earth Story”, 50-serial of monthly magazine “Science and Technology published by The Korean Federation of Science and Technology Societies (KOFST). Recently, he published an introductory science books, “Meaning of Time” and “Birth of World Atlas”. Another work, “Plate Tectonics: New Perspectives on Beautiful Earth” introduces a significant meaning of Theory of Evolution in history of Earth System Science and Biology.

Dr Véronique GARCON is currently the international Chair of the Scientific Steering Committee of the SOLAS (Surface Ocean Lower Atmosphere Study) project (SCOR, WCRP, ICACGP, IGBP soon Future Earth). She graduated from University of Paris VII in Environmental Sciences (Energy and Pollutions) in 1981 and then became a post doc fellow at MIT from 1982 to 1985. Recruited as an Early career scientist at CNRS in 1985, she worked at IPGP in Paris then moved down to Toulouse with a sabbatical stay at Princeton University in 1995 and 1996. Her research themes within the group SYSCO2 for Complex Coupled Systems at LEGOS aim towards understanding and quantifying processes governing fluxes of carbon, oxygen and associated biogeochemical elements in the ocean, using in situ tracers observations, remotely sensed data, coupled physical biogeochemical modeling and data assimilation technics. She is also deeply involved in oceanic biogeochemical climatic monitoring via electrochemical sensors development. She served in the JGOFS SSC, member of the French IFREMER for 10 years, and in many national (CNRS, French Navy,..), European (ESF, EC, EGU,..) and international scientific instances. She has supervised more than 16 PhD students and 14 post-docs fellows. She has published more than 95 scientific papers in peer-reviewed journals. Born in 1956 in France.

Chris Bowler is Director of Research at CNRS and is Director of the Ecology and Evolutionary Biology Section of the Institut de Biologie de l’Ecole Normale Supérieure in Paris. He completed his PhD at the University of Ghent in Belgium followed by postdoctoral studies at The Rockefeller University in New York. In 1994 he established his own research group working on signaling in higher plants and marine diatoms at the Stazione Zoologica in Naples Italy and in 2002 he took up his current position in Paris. He is one of the scientific coordinators of the Tara Oceans expedition, is EMBO member since 1995, recipient of the CNRS Silver Medal in 2010 and the Louis D Foundation prize from the Institut de France in 2015, an ERC Advanced Award in 2012, associate editor of several major scientific journals, and member of the scientific advisory boards of several internationally renowned research institutes and private companies.

Dr. Luis VALDÉS SANTURIO (Spain) is, since January 2009, the Head of Ocean Sciences at the Intergovernmental Oceanographic Commission of UNESCO, and formerly (2000-2008) he has been the Director of the Centro Oceanográfico de Gijón - Instituto Español de Oceanografía (CO Gijón-IEO). With more than 30 years of experience in marine research and field studies related with marine ecology and climate change, he established in 1990 the time series programme based on ocean sampling sites and marine observatories which is maintained by Spain in the North Atlantic. He has advised various governmental, intergovernmental and international organizations as well as research funding agencies. He has a vast experience in ICES where he has chaired different Working Groups and Committees including the Oceanographic Committee. He also served as Spanish Delegate in ICES and in the IOC-UNESCO.

Ms Dilek Ayhan is State Secretary in the Norwegian Ministry of Trade, Industry and Fisheries. In that capacity she has responsibilities for matters relating to the maritime industries including shipping, industrial research and innovation, tourism, export financing and international/bilateral relations and trade policy. She is the co-founder and former Managing Director (2008-2013) of Alarga, a company established to strengthen the competitiveness of Norwegian businesses by strengthening individual companies' intellectual capacity. Ms Ayhan is a former manager of JADE, a European network for young entrepreneurs, and has during the past 12 years been serving on the board of several organizations working with diversity management and intercultural communication. In 2012, she received the OXLO Prize from the Oslo municipality for her significant efforts to create an inclusive and open city, free of prejudice and racism. Ms Ayhan holds a degree in Engineering from Oslo University College.

Professor Jang Yong-su is studying and teaching marine and fisheries management at College of Fisheries Science, Pukyong National University. He earned B.A. degree in Marine and Fisheries Management, and Ph.D. from Tokyo University of Marine Science and Technology, Japan. Currently, he is the profess at Pukyong National University. He was a visiting professor of Washington University, U.S., and special researcher of Tokyo University, Japan. Also, he coordinated an international exchange program with Las Palmas University, Spain, Northern Hokkaido University, Japan, and marine affair universities in China. He served as a chairperson of College of Fisheries Science, and member of Fishery policy committee, Ministry of Oceans and Fisheries. Currently, he is an expert member of Food Safety Policy Advisory Committee, Office for Government Policy Coordination, and a director of KFPA (Korea Fisheries Infrastructure Promotion Association). He is teaching subjects like marketing, fishery product logistics, fishery management, marine and fishery policy, international fishery management, and also he is carrying out various collaborative works with Ministry of Oceans and Fisheries and KMI. Profess Jang has a special interest in future of global fishery industry and its development strategy, and for this reason, he is involved in international cooperation program for LDCs including technology transfer and training courses.

Dr. Ryu Jeong-gon is a senior research fellow in Fisheries Policy Research Division, Korea Maritime Institute, Korea. He received a Ph.D. degree in Resource Economy from Pukyung National University. Since his joining in KMI, he served as a director of Fishery Policy Division, Fishery Resource Research Division and Korea-US Marine Policy Center as well as a research auditor. He became a vice-chairman of the KSFBA (Korean Society of Fisheries Business Administration) after years of service as a director. Also, he is a director of the KSFME (Korea Society for Fisheries and Marine Science Education), a vice chairman of Korea Aqua Forum and Korea Marine Resource Forum. Dr. Ryu has substantially contributed to the introduction of TAC and Self-regulated fishery and Marine Ranching System. Recently, he has introduced new model for aquaculture industry, so-called ‘building aquaculture’ and continued related researches including legislation. Dr. Ryu has been highly active in ODA project such as Malawi’s aquaculture project sponsored by Africa Development Bank and other ODA projects in Southeast Asia and Africa. Most of all, he has been dedicated himself to introduce Korea’s fishery policy and its future plan through various public lecture and seminar for academic and business.

Caleb GARDNER is a Fisheries Scientist and Director of Sustainable Marine Research at the Institute for Marine and Antarctic Studies, University of Tasmania in South East Australia. Research is mainly on the larger marine industries of farmed Atlantic salmon and wild harvest blacklip abalone and southern rock lobster. Activities also span many other operations including recreational fisheries, scalefish, crabs, scallops and oyster culture. He has qualifications in both economics and biology, which interact in his research on commercial fisheries. His research on wild fisheries species generally have the objective of ensuring sustainable production and community benefit from Australia’s fisheries. This has included the increased use of bioeconomic models in coastal fisheries for setting catches and assessing other regulations. Most of Australia’s largest fisheries are managed with individual transferrable quota and are increasingly being managed to target economic yield. This benefit has however also come with issues of changes in the community benefit from these fisheries. A/Prof Gardner has also been involved in research attempting to harmonise management systems and processes across fisheries in Australia, including consistent approaches to stock status reporting, harvest strategies, and objective setting.

Jeung Sook Park currently serves as a Chief Technical Advisor of the UNDP/GEF Yellow Sea Large Marine Ecosystem (YSLME) Project, entitled “Implementing the Strategic Action Programme for the YSLME: Restoring Ecosystem Goods and Services and Consolidation of a Long-term Environmental Governance Framework”. She is responsible for the overall coordination, management, monitoring and supervision of all aspects of the project. She worked as a Researcher for the National Fisheries Research and Development of the Ministry of Oceans and Fisheries, Republic of Korea since 1999. Her major responsibility was to monitor the overall trend in capture fisheries and aquaculture production, including social and economic aspects, in order to assist the development of national policies and plans for fisheries. In addition, she coordinate national projects with FAO activities, such as developing national review paper on fisheries enhancement, biodiversity conservation and fishery governance. From 2005 to 2009, she served as Scientific Affairs Officer of the Northwest Pacific Action Plan as part of the United Nations Environmental Programme (UNEP) Regional Seas Programme. She has successfully managed the a wild range of activities such as oil spill incidents, nutrients and the Persistent Organic Pollutants (POPs), integrated coastal management, harmful algal blooms, and data and information management. She obtained her Ph.D. at the University of Stirling, United Kingdom, in 1996 and her major is marine biology and ecology.

Dr. Lee Sang-Go is a professor of Department of Marine Business & Economics, Pukyong National University, Korea and he is conducting researches in fisheries economics. He holds a Bachelor and Master degree in Fisheries Economics from Busan Fisheries University, Korea and then Ph.D. in Marine Resource Economics from University of Rhode Island, USA. He was appointed as a professor by Pukyong National University in 1991. He is a former Vice-President of COFI (Committee for Fisheries, OCED) and also, he served for many national and international fisheries organizations. Currently, he is a Vice-President of CIFI, FAO and FAO Korean Committee as well as director of Overseas Fisheries Cooperation Center (OFCC). Since 2007, he has been leading the Fisheries ODA Capacity Training Program which is funded by Korea International Cooperation Agency (KOICA). This program includes establishment of international post-graduate program in fisheries for developing countries and government official training program for Algeria, Senegal and other South-Pacific island & coastal countries. Also, he is in-charge of KOICA’s ODA project to open School of Fisheries at Solomon Islands National University; this unique package program is expected to give a birth of new fisheries ODA model. He is involved in Ministry of Maritime Affairs & Fisheries (MOF)’ international project to establish the FAO World Fisheries University (WFU). His major concerns and interests are the ways how to transfer Korea’s experience and know-how in fisheries to its ODA partners.

His works include stock enhancement, juvenile fish production, coastal ecology, interactions between aquaculture and the environment and sustainable aquaculture. He spent over 30 years serving the Canadian Government as a diplomat in Hong Kong (including Head of Mission) and China (four postings), in Washington DC as Minister (Political) at the Canadian Embassy (six years) and as a senior public servant in Ottawa as Director of the G7 Economic Summit Division, Director General of Policy Planning and later as Assistant Deputy Minister in the Canadian Department of Foreign Affairs and International Trade, and as ADM Champion in the Canadian Department of Transportation for a large intermodal transportation infrastructure and supply chain project, the Canadian Asia-Pacific Gateway and Corridor Initiative. CV Read S. Tuddenham received a BS in Chemical Engineering from Cornell University in 1972. He then joined the U. S. Navy for a 26 year career. He had 3 ship assignments including a tour as chief engineer. His other assignments included several tours managing ship repairs and overhauls, quality assurance programs, new construction and research and development. After joining the Navy Engineering Duty community, he attended the Massachusetts Institute of Technology where he completed a Master of Science degree and a Nuclear Engineer degree in 1989. He retired in 1998 with the rank of Captain. Read continued his career in marine engineering, joining General Electric’s Marine business as an applications engineer. His principal interests are marine power and propulsion system concept development and power system integration. Hong Jang-won is studying marine tourism at the Korea Maritime Institute. He received a bachelor's degree in physics from Seoul National University, a PhD in physics from Houston University, a vice professor of physics at KAIST, vice president and director of the Advanced Institute of Science, and chairman of the International Society for Quantum Information Science AQIS'08/'11 and APCWQIS'06/13. He is studying quantum physics and its application such as quantum chaos, quantum computer, quantum cryptography, and quantum teleportation, and is interested in the connection between quantum physics and classical physics such as loss of grain. He serves as the head of the Open KIAS Center at the Academy of Advanced Sciences and informs young students and the general public that science is important and fun. The Institute of Advanced Science's Pi Day event for elementary school students was launched, and "e-day e-time" was created in 2011 for the first time in the world to begin giving lectures to high school students at 18:28 on February 7 to promote the importance of exponential functions. In an attempt to introduce the wisdom of learning in natural science to other fields such as humanities, the humility of science to recognize the limitations of science, as seen in the uncertainty principle of quantum physics, incompleteness theorem of mathematics, unpredictability of chaos and nonlinear dynamics, and impossibility theorem of economics, was explained in a lecture called "Homo Interactus."

Assessing Marine Ecosystem Governance for Living Marine Resources in the Polar Seas

Thomas Michael LESCHINE

University of Washington Professor

Thomas Leschine is Ben Rabinowitz Professor of Human Dimensions of the Environment at the University of Washington, Seattle. He served as director of the School of Marine and Environmental Affairs from 2003 until September 2014. His academic interests are in the areas of environmental decision-making, marine environmental protection and restoration, and marine pollution management and policy, particularly oil spill prevention, preparedness and response. He also studies institutional aspects of risk assessment and risk management for environmental hazards, including oil spills and long-term storage of hazardous wastes. Leschine has served on numerous U.S. National Research Council panels and chaired the NRC’s Marine Board from 2012-14. He also chaired the NRC committee that produced the 2000 report Long-Term Institutional Management of US Department of Defense Legacy Waste Sites and served on the panel that produced the report Risk of Vessel Accidents and Spills in the Aleutian Islands (2008). From 1991-93 he headed the team that produced the T/V Exxon Valdez Oil Spill Federal On Scene Coordinator’s Report for the U.S. Coast Guard. He was a member of Washington State’s Board of Pilotage Commissioners from 1992-98. In the late 1980s he led the research team that developed both enabling legislation and the regulatory framework for the Washington Compensation Schedule, a then new approach to oil spill damage assessment for the State now in routine use. During Spring 2015 Leschine was a Visiting Scholar in the Department of Comparative Politics at the University of Bergen, Norway, while on sabbatical leave from the University of Washington. He used the time to develop a new research focus on offshore oil and gas development in the Arctic and is now developing a comparative assessment of the approaches to offshore oil development in the Arctic being taken by the U.S. and Norway. Dr. Leschine received his PhD in mathematics from the University of Pittsburgh. His transition to a career in marine policy came by way of a postdoctoral fellowship in marine policy, and later as a Policy Associate, at the Woods Hole Oceanographic Institution in Woods Hole, Massachusetts.

Vlad M. Kaczynski, is Associate Professor (Ret) in the School of Marine & Environmental Affairs and Adjunct Associate Professor in the Henry Jackson School of International Studies at the University of Washington and Visiting Professor of the Nelson Mandela Metropolitan University, Port Elizabeth, Republic of South Africa. Dr. Kaczynski has devoted his academic and professional career to studies of the world ocean affairs with special focus on developing countries of Africa and South America and marine economies in transition with special focus on Russia and China. Prof. Kaczynski has served as a consultant for international donor organizations such as the World Bank, UNDP, UNCTAD, UNIDO, USAID and Inter-American Development Bank. These services were used as a core material for his academic teaching and scientific publications. His works were published in, English, Spanish, Chinese, Korean Polish, Portuguese and Russian. As a Senior Fulbright Scholar supported by the US Department of Stated he was teaching and doing research in Warsaw School of Economics and Warsaw University of Technology/Poland, Nelson Mandela Metropolitan University, Rep. of South Africa, Pontifical Catholic University of Valparaiso/Chile and Zhejiang Ocean University/Zhoushan, People’s Republic of China. During the period of 2009 – 2014 Prof. Kaczynski has been involved in cooperative research benefitting Korea Maritime Institute. His studies (all published by KMI) were addressing international marine affairs, Russian Arctic policy, the South America fisheries development and West Africa illegal fishing practices by the distant-water fleets.

Nicole Faghin is a Coastal Management Specialist at Washington Sea Grant based at the University of Washington. Nicole has worked for over 25 years as a trained land use and environmental planner and lawyer specializing in waterfront planning issues. At Washington Sea Grant Nicole focuses on alternative shoreline development to address sea level rise and habitat impacts and manages the Green Shores for Homes project; a grant funded effort led by the City of Seattle and San Juan County to create a shoreline-rating program. Nicole is a member of the National Sea Grant Legal Network, the National Working Waterfront Network and an active member of Washington APA where she is leading a climate adaptation effort. She also teaches courses on Coastal Resiliency and Sea Level Rise. Nicole received her masters in Urban Planning from MIT and her law degree from Northeastern University School of Law in Boston, MA.

Marc L. MILLER is Professor in the School of Marine & Environmental Affairs and Adjunct Professor in the School of Environmental & Forest Sciences, the School of Aquatic & Fishery Sciences, and the Department of Anthropology at the University of Washington. Dr. Miller has devoted his career to understanding the human and natural dynamics associated with opportunities and problems in the world’s coastal zones. Dr. Miller’s expertise broadly concerns coastal and marine tourism, national parks/protected areas, integrated coastal zone management, and fisheries management. Dr. Miller has collaborated with a great variety of international and domestic experts and leaders in government, industry, and in nongovernmental organizations (NGOs). Projects (and lecture invitations) have taken him to the coasts of the United States, Japan, Korea, Mexico, Costa Rica, Peru, Colombia, the Galapagos (Ecuador), Spain, South Africa, the Philippines, Australia, New Zealand, the Hawaiian Islands, Guam, and Palau (Micronesia). Dr. Miller stresses the importance of communication and teamwork for achieving success in achieving project and research objectives. To be effective, one must strive to interact honestly and patiently with policymakers and regulators, industry leaders and developers, diverse publics, NGOs and special interest groups, and well as with scientists and scholars.

David FLUHARTY has an interdisciplinary background in marine resource management and planning. He is currently and associate professor at the School of Marine and Environmental Affairs, University of Washington in Seattle. He has studied living marine resource protection and management in the North Pacific, Europe, Northeast Asia and West Africa since 1976. Fluharty served nine years as a voting member of the North Pacific Fishery Management Council that manages the fisheries in federal waters off Alaska. In addition, he was chair of the National Marine Fishery Service’s Ecosystem Principles Advisory Panel that developed a report to Congress (1999). He chaired the External Ecosystem Task Team for the National Oceanic and Atmospheric Administration (NOAA) which initiated regional Integrated Ecosystem Assessments. Fluharty was a member of the National Research Council study committee on Marine Protected Areas and Reserves in the United States Fluharty chaired the NOAA Science Advisory Board 2006-2010 and currently serves as co-chair of its Ecosystem Sciences and Management Working Group. Fluharty received his B.A. in Political Science and Swedish (1968) and his M.A. in Geography (1972) from the University of Washington and his Ph. D. in Natural Resource Conservation and Planning (1977) from the University of Michigan.

Dr. Han Ki won is a senior researcher in KMI. He holds a degree in Oceanography, master degree in History of Science and Scientific Philosophy from Seoul National University, Korea and then earned Ph.D. in History of Science from Department of History, University of California-Berkeley. Currently, he is responsible for issues around marine science and technology and marine environmental policy win KMI. Recently, he became an editor of KMI’s English journal, ‘KMI Journal of Maritime Affairs and Fisheries’. Also, he has dedicated himself into series of research projects on various policy issues including marine science and technology manpower, marine science and technology equipment and infrastructure, international cooperation and ODA. Prior to join KMI, Dr. Han was a manager of national R&D planning and management in KIMST, and was a researcher in STEPI (Science and Technology Policy Institute). His research area covers the national science and technology policy and R&D in marine and fisheries sector as well as marine affair history of Korea.

Professor Ryu is a professor of Department of Marine Biotechnology, Anyang University-Ganghwa, Korea. His researches are focused in marine ecology and marine policy. He holds a bachelor and master degree in oceanography from Seoul National University, Korea. He earned another master degree in marine policy from Washington University, USA. Professor Ryu was a research scientist in Washington University and associate research in Korea Institute of Ocean Science & Technology (KIOST). Currently, he is serving as an academic director for Korean Society of Ocean Policy. His research area includes marine biodiversity, marine ecological model, marine ecological environment policy, and especially he puts great efforts in integration of marine policy and marine science. He has qualifications in both natural science and policy studies which interact in his research on oceanography and marine policy. He also contributed 24 articles in ecology, ecological model and coastal policy to several international journals and another 5 articles to national journals. As an environmentalist, he works for Ocean Committee of Korean Federation For Environmental Movement (KFEM) and tries to promote the public governance framework such as public-private-partnership (PPP) and industry-academic cooperation. Currently, he carries out researches on foreshore preservation of Ganghwa-island where his office is located in, from the perspective of ecology, policy and engineering.

Han-Seok Lee

Professor Lee Han-seok served as a pioneer in the field of marine architecture, which was barren in Korea, contributing to the development of technologies and policy development related to marine architecture as well as fostering talent in marine architecture. To date, 150 papers have been published in domestic and foreign academic journals and academic conferences, including the Current Status and Development Direction of Marine Architecture Culture, and 17 books and station books, including the Marine Architecture Plan, have been written to lay of the academic foundation for marine architecture. It also contributed to the development of policies in the marine space and marine architecture sectors through continuous research on how to improve the legal system related to marine buildings, and recently, it has proposed various research results and policy proposals in the marine landscape field.

Dr. Hyunkyo SEO is a Senior Researcher who is working at the Department of Polar Policy at Korea Polar Research Institute (KOPRI), Ministry of Ocean and Fisheries. He has interest in environmental policies in the Arctic/Antarctic and has supported governmental works for joining the observer of the Arctic Council since 2007, with expertise has participated in the relevant meetings (Ecosystem-Based Management, Working Group meetings, etc). He was a National Delegate of Antarctic Treaty Consultative Meeting, during 2008-2013. Dr. SEO was involved in work on joining the Svalbard Treaty, etc. He was an overwintering member at the Antarctic King Sejong Station in 2014 as a Second Chief. Also, he was a Visiting Research Associate for the United Nations University/Institute for Advanced Studies (UNU/IAS) in Tokyo in 2000~2001. Previously he had reported on science and education issues as a newspaper journalist for more than six years. And he wrote around ten volumes of science book for Korean youth and recently published a book entitled ’Arctic Council’s polies analysis and our directions’ (2014).

Kellogg Graduate School of Management, Northwestern University. The author or coauthor of over 150 articles, technical reports, and papers presented at professional meetings, he is the co-author of the book The External Environment of Business: Political Economic, Social and Regulatory, Stipes Publishing Co., Champaign, IL, 1995, 2nd ed 1997. Born in 1958 in China, Bingliang SONG is currently professor, School of Economics & Management, Shanghai Maritime University. Before joining the faculty as a lecturer in 1994, he worked for China Merchants Group, i.e. a Hong Kong-based Chinese state-owned shipping enterprise, as a department manager. From 1997 to 2001, he was a doctoral candidate in Fudan University, Shanghai, majoring in Industrial Economics. From 1983 to 1986, he was a postgraduate in Shanghai Maritime University for Master Degree of Transport Management Engineering. His main academic interests are port economics, regional development and business administration especially for maritime communities. His works includes issues related to the role of maritime activities in regional development, port performance and productivity, and Chinese sustainable transportation. He has many papers, articles and books published in China and abroad on a variety of subjects. Dr. Ghim Ping (Raymond) ONG is currently is an Assistant Professor in the Department of Civil and Environmental Engineering at the National University of Singapore (NUS). He graduated with a B.Eng (Civil) (First Class Honours) with a minor in Business from the National University of Singapore in 2003 and obtained his PhD in Civil Engineering from the National University of Singapore in 2007. Prior to his current appointment, he worked as a postdoctoral research associate in the School of Civil Engineering at Purdue University from 2007 to 2008, a visiting assistant professor in the same university in 2009 and then a lecturer at Department of Civil and Environmental Engineering at the National University of Singapore from 2010 to 2014. Dr Ong’s research interests include international transportation, multimodal transport infrastructures and systems, and roadway and airfield pavement design. He has authored or co-authored over 40 peer-reviewed journal articles as well as over 50 international conference papers.
